- CJ&A 16_0196 dated 28 March 2016 Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, awarded the second of three segments to the overall RADAR Integration effort to Northrop Grumman Systems Corporation (NGC-AS), San Diego, CA. Submittal 2 award covered the following tasks as originally synopsized: Systems Engineering Technical Review (SETR) events associated with the integration design, modifications to Fire Scout software baselines required for the integration, Fire Scout Hardware-In-The-Loop Formal Qualification Testing/System Integration Testing, A-kit fabrication, and ground and flight test of the Original Equipment Manufacturer (OEM), Selex ES Ltd Osprey 30 RADAR (now known as Leonardo MW Ltd and the ZPY-8A/N) into the MQ-8C Fire Scout Unmanned Air Vehicle System. The remaining required efforts to complete the full RADAR Integration effort remain as originally synopsized and will be included in a subsequent submittal for the initial Radar A-kit integration and installation of Radar kits into the MQ-8C with options for twelve (12) additional A-kit installations. This acquisition was pursued on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort was solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 16-0196 dated 28 March 2016 (attached).
