This is a Sources Sought Notice, and is for informational/ market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District (hereinafter the Baltimore District), seeks to determine the interest, availability, and capability of potential sources to satisfy an upcoming Master Agreement requirement. The Baltimore District requests capability statements from Small Business, Certified 8(a), Certified HUB Zone, Economically Disadvantaged Women-Owned Small Businesses and Service-Disabled Veteran-Owned concerns. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The Contractor shall furnish all labor, equipment, materials, administrative work, and supplies necessary to perform periodic real estate appraisals for properties located throughout the Mid-Atlantic Region. Commercial appraisers experienced in appraising land tracts and improved properties within the residential, commercial, industrial, office and special purpose property segments are required. Appraisers should be experienced in preparing narrative appraisals for use in connection with eminent domain proceedings and compliant with USPAP and UASFLA (Yellow Book). Appraisers should also have experience appraising proposed partial acquisitions and easements. Appraisers must be licensed as a Certified General Real Property Appraiser in one, and preferably more, of the Mid-Atlantic States. All Interested Small Businesses, Certified 8(a), Certified HUB Zone, Economically Disadvantaged Women-Owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses should respond to this survey via email. Responses should include the following: 1. Company name, address, phone number and email address of the point of contact. 2. Indicate business size in relation to the NAICS code 531320. Provide your company's System for Award Management (SAM) cage code and DUNS number to verify your business status as a qualified Small Business (SB), Service Disabled Veteran Owned SB (SDVOBSB), Historically Underutilized Business Zones (HUBZone), Qualified Section 8(a), or Women-Owned Small Business (WOSB). Contractors must be registered in SAM at time of bid/proposal due date. Please see www.sam.gov for additional registration information. 3. Indicate the primary nature of your business. Narratives shall be no longer than five (5) pages demonstrating experience in the type of work required. 4. Provide at least two (2) but no more than three (3) examples of projects similar to requirements described above within the past six (6) years. 5. Total submittal shall be no longer than ten (10) pages in one (1).pdf file. Double sided pages will count as two (2) separate pages. 6. Email responses are required. Comments will be shared with the Government and the project team, but otherwise will be held in strict confidence. Comments may be in any format, but must include the offeror's name, address, phone number, email address, and business classification (i.e., 8(a) HUBZone, etc.) Responses are to be sent via email to lillian.lamb@usace.army.mil, by fax (410)962-2001 or hard copy to U.S. Army Corps of Engineers, 10 S. Howard Street, Room 7000, Baltimore MD 21201 no later than 12:00 p.m. eastern standard time May 16, 2017.
