Description
Army Contracting Command - Warren is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to upgrade Fire Alarm Detection Systems at Watervliet Arsenal in Watervliet, NY. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 922160 (Fire Protection). THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Watervliet Arsenal in NY has a requirement for the following: This effort is for the removal and replacement of the outdated existing fire alarm systems with a combination voice addressable mass notification system by Simplex Grinnell, and all incidental related work in multiple buildings, Heavy Manufacturing at the Watervliet Arsenal. Work includes the replacement of an existing FCI/Digitize panels with new Fire Alarm Control Panel (FACP), along with all the system components, devices, and interconnecting wiring and accessories necessary to provide a complete, turnkey installation of the new fire alarm system. The Scope of Work will include the associated project management, code and regulation compliance, and quality assurance requirements. General Requirements. A. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at: http://www.wva.army.mil/Documents/Contracting/WAIC.pdf B. The contractor shall supply all tools, materials, supplies, equipment, labor, temporary utilities and supervision necessary for the complete execution of the requirements within the contract documents and requirements of this SOW. C. The contractor shall, prior to submitting a proposal, review (i) all contract documents, and (ii) the project work site, and shall provide written notice to Contracting Specialist detailing any discrepancies that are found between the contract documents and the project work site. D. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work. The contractor shall notify the COR a minimum of seven (7) business days before the shut-down of a utility or building service. E. The contactor shall clean all work areas, at the end of each work day, to remove all tools, equipment, debris, materials, and all waste from the work site. Contractor Qualifications. Installation of devices shall be performed or supervised by a National Institute for Certification of Engineering Technologies (NICET) Level 3 or higher Fire Alarm Technician. The Contractor shall submit copies of NICET certification(s) for the employees for Government review. Installations requiring the performance or supervision of such a NICET certified person include, but are not limited to, fire alarm system components, addressable field devices, and multiplexed, programmable, operator interface panels. Safety Requirements. The contractor shall be responsible for complying with all DOD, Army, Federal, and State health and safety requirements which are applicable to this project, and shall use all means and precautions available to ensure the safety of the occupants and protection to the existing buildings and structures.
