- GSA 527 Form Attachment Excel Price Proposal Sheet GSA Form 1449 CPARS Checklist CPARS Form Combined Services Specification This is a solicitation/synopsis issued by the General Services Administration (GSA) Public Building Service (PBS) Region 1 for custodial and building operations and maintenance combined services for five federal office buildings in Providence, Rhode Island and southeastern Massachusetts. This is 100% set aside for small business under NAICS code 561210. The Contractor shall provide management, supervision, labor, materials, equipment, and supplies and is responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of equipment and systems located within the property line of the Social Security Administration Fall River, MA (Combined Services), Providence, Rhode Island Federal Building & Courthouse (Combined Services), John O. Pastore Federal Building & U.S. Postal Office (Combined Services), Hastings Keith Federal Building (Mechanical) and U.S. Customs House New Bedford, MA (Mechanical) building. The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be the best value to the Government, price and other factors considered. In addition to Price, the following non-price factors shall be used to evaluate offers: a. Past Performance of the Firms b. Management Plan c. Socioeconomic Status Vendors are encouraged to participate in both the site visits and the pre-proposal conference call. NOTE: Attendees are required to pre-register for the conference call and/or site visits by Tuesday, May 9, 2017 by 2:00 PM. Please e-mail kara.canty@gsa.gov with the names of your participants, organization, phone number, and e-mail addresses. You must pre-register in order to receive the conference call details. A pre-proposal conference call has been set up for Thursday, May 11, 2017 at 10:00 AM. Site Visit(s) at each Federal Office Building will be held on Tuesday, May 16, 2017.
