- N0016417SNB94 - REQUEST FOR INFORMATION - Overhaul and New Manufacture of AN/SPQ-9B Rotary Joint/Slip Ring Assemblies - PSC 5840 - NAICS 334419 Issue Date 04-MAY-2017 -Closing Date 15-MAY-2017 at 4:00pm EST MARKET RESEARCH - REQUEST FOR INFORMATION (RFI): This is NOT A SOLICITATION FOR PROPOSALS and no contract will be awarded from this RFI. MARKET SURVEY: Naval Surface Warfare Center, Crane Division, Crane, IN 47522 intends to award a limited source contract for the evaluation, standard repair, non-standard repair, supplemental repair, new manufacture, and testing of AN/SPQ-9B Rotary Joints/Slip Ring Assemblies (P/N 1439B) to Continental Microwave & Tool Co Inc., DBA Cobham Antenna Systems, 11 Continental Drive, Exeter, NH, 03833-4564 and Diamond Antenna and Microwave Corporation, 59 Porter Road, Littleton, MA 01460. This effort will be conducted on a limited source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, restricted data rights to drawings and procedures, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government is seeking potential sources to mitigate the limited sole source basis cited above. Companies with the capability and facility to provide the type of overhaul and new manufacture of the specified rotary joints/slip ring assemblies are invited to submit information pertaining to their capability to fulfill this requirement. To be considered capable, respondents shall be able to furnish all equipment, parts, materials, and labor to perform the evaluation, standard repairs, non-standard repairs, supplemental repairs, new manufacture, and testing of the Rotary Joint/Slip Ring Assemblies, Part Number 1439B. All materials, paint, coatings, and primer shall meet the requirements specified in Drawing Number 6868537 REV J. Repair parts selection shall be in accordance with Drawing 6868537 REV J, MIL-F-18870E, and MIL-STD-889C. Responses to this Market Survey must address availability, budgetary cost estimate, and lead time of the solution. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information (such as, a description with performance parameters and a statement of current availability, summary of prior testing, test reports, and /or identify other Government contracts with similar efforts) for the Government's consideration. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR OTHERWISE PAY FOR THE INFORMATION SOLICITED NOR IS THIS A SOLICITATION.
