Description
The Government intends to sole source the requirements detailed below under with FlightSafety International Visual Systems, Hazelwood, MO (FSI). Parties interested in subcontracting opportunities are encouraged to contact FSI ™s Small Business Liaison Officer Mr. Eric Eberhardt at 314-551-8510 or via email at Eric.Eberhardt@FlightSafety.com. Introduction: The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source (11) enhanced interoperable visual databases to be integrated into existing UH-1Y and AH-1Z Training Devices located at Marine Corp Air Station (MCAS) Camp Pendleton, New River, Kaneohe Bay, and Joint Reserve Bases (JRB) McGuire/Dix/Lakehurst (M/D/L) and New Orleans (NO). The Government intends to sole source this requirement with FlightSafety International Visual Systems, Hazelwood, MO. The Government is seeking information on the availability of potential comparable sources to provide the specified enhanced interoperable visual databases to the fleet. Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the Government. Requirement: The base requirement for this effort will be for the UH-1Y Device 2F196B-2 at Camp Pendleton and for the UH-1Y Device 2F226-2 at New Orleans. There will be options for the other nine (9) devices for the installation of the VDB ™s. Associated technical data will also be acquired. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Contract/Program Background: Bell Helicopter and Flight Safety International (FSI) are the Original Equipment Manufacturers (OEM) for these training systems. All devices were initially procured using other than full and open competition through issuance of authorized sole source contracts to BHTI (with FSI as the main subcontractor). All of the existing UH-1Y and AH-1Z Training Devices that are part of this effort were delivered with, and currently operate using, a propriety visual system known as the FSI VITAL system (currently the VITAL 1100 system). The VITAL 1100 run-time format databases are the only known databases capable of correctly integrating and operating in the current visual systems utilized by the H-1 devices in order to properly display dynamic and moving models (rocket fire, ground personnel, own ship, etc.), aircraft, vehicles, cultural features, airports, landing zones, and weather patterns/effects that are all essential for aircrew training. The VITAL 1100 format and the database generation systems (necessary to develop database content, functionality, etc.) were developed exclusively by FSI. The Government neither has possession nor rights to software and database generation systems capable of developing enhanced VITAL 1100 databases. Ongoing market research performed by the Government supports there does not exist a commercially available item or non-developmental item to satisfy the Government ™s requirement. Eligibility: The applicable NAICS code for this requirement is 333318 (Other Commercial and Service Industry Machinery Manufacturing). The Product Service Code (PSC) is 6910 (Training Aids). Submission Details: This sources sought notice is not a request for competitive proposals. It is a notice to determine if a comparable source exists and to outline the Government ™s intent to contract on a sole source basis with FSI. Interested sources shall submit their written technical capabilities to provide the supplies and associated support described above. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses shall include Company Name, Company Address, Company Business Size, and Points of Contact including name, phone number, fax number, and e-mail address. Detailed written capabilities must be submitted by email to Elouise Bryant (Elouise.Bryant@navy.mil) in an electronic format that is compatible with MS Word, no later than 1 PM Eastern Daylight Time (EDT) on Friday, 19 May 2017. Verbal submissions via phone will not be honored. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
