- Description: The US Army Contracting Command - Picatinny Arsenal, NJ on behalf of the Project Manager, Soldier Weapons (PM-SW) are currently seeking sources for the manufacture and delivery of the XM1162.338 Norma Magnum (NM) Armor Piercing (AP) Ammunition and XM1163.300 Norma Magnum (NM) Ball Ammunition. The cartridges are used for precision sniper applications. Specifications: The.338 NM AP and.300 NM cartridges shall be produced to Government provided detailed specifications and accepted in Government specified test barrels. Planned Acquisition: The Government contemplates an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Fiscal Years (FY) 19-24 for this acquisition (five years from date of award). The estimated quantity to be procured for each fiscal year is up to 1M-1.5M of each cartridge configuration or a combination of both cartridges at a production rate of 125,000 per month per cartridge type. Award is planned to be made in 2QFY19. Submission Information: All responsible and interested sources should submit their capabilities to produce.338 NM AP and.300 NM like cartridge configurations. Sources also must list source(s) of the data, and if the data was generated by independent test agencies. The respondent must demonstrate and provide valid documentation that they have the ability to produce a minimum total of each cartridge type, annually. Once a determination has been made by the Government as to the capabilities of the interested sources, the Government will release the required performance requirements and/or the detailed specifications. The.338 LM AP must meet all requirements outlined in the Purchase Description (PD). The PD is marked Distribution D (Authorized to the Department of Defense and DoD contractors only). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the requirements and PD. (See www.dlis.dla.mil/jcp/ for instructions and information). Requests for the PD shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Militarily Critical Technical Data Agreement form and a fully executed Non-Disclosure and Non Use Agreement (attached). In order to provide the data to foreign subcontractors offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. Please identify any Proprietary information submitted. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Submittal of information is requested via electronic mail only to Sergio F.
