Description
The Gifford Pinchot National Forest intends to acquire by contract Lower Trout Creek Habitat Improvement services to improve steelhead trout habitat in lower Trout Creek on the Mount Adams Ranger District. The contractor shall furnish the equipment, operators, labor, supervision, transportation, operating supplies and incidental costs for the improvement of instream to ensure the services are performed in accordance with the solicitation requirements. Work consists of the contractor performing work in Trout Creek and two side channels, constructing log jams, tip whole trees, including the rootwads, from the streambanks into the creek at government designated sites within the project area, de-compact the entire disturbed area with an excavator, spread certified weed-free mulch on all disturbed areas and cover with slash and other woody material, skid and/or cable trees using a rubber mounted skidder, using block and tackle when appropriate, into stream channels where excavator if not feasible, and relocate, reposition and manipulate boulders in and along the channel where designated. This commercial acquisition is a 100% Small Business set-aside. The applicable NAICS code is 115310- Support Activities for Forestry. The corresponding size standard is $7.5 million. Offerors will be evaluated on technical capability (experience), past performance and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database. Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov/portal/public/SAM/. A solicitation for this project, following the procedures of FAR Part 12 for the procurement of Commercial Items, will be posted to this website on May 5, 2017 with offers due May 22, 2017.
