- This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. The National Institute of Standards and Technology (NIST), Surface and Trace Chemical Analysis Group (STCAG) has an atmospheric pressure plasma system that uses compressed gases to operate and to provide modification of surfaces, and these surfaces provide the basic platform for research that support several critical projects. An example includes plasma-assisted chemical modification of surfaces for enhanced deposition of explosive and isotopic standards. Recent involvement in the bioscience field has highlighted the need for a specific chemistry on the surface, which can only be produced using a vacuum plasma deposition technique, where the vacuum allows the chemical reaction to occur prior to being deposited on the surface. This deposition technique also forms chemical films that are more resistant to degradation, which has been a weak point that needed to be addressed. The STCAG needs to procure a Diener FEMTO Plasma Cleaner for Vacuum Modification of surfaces instrument to support ongoing critical projects as well as support new assignments. Without the requested plasma instrument, work cannot be improved, and advanced measurements in the future cannot be completed; this instrument critical to our mission. NIST is also seeking information on third party resellers of the Diener FEMTO system Plasma Cleaner. Interested contractors shall supply the following information: 1. For products equal in function and performance to the Diener FEMTO system with a semiautomatic control. The contractor shall submit product documentation clearly showing how their product is equivalent in performance and function to the specified equipment as well as how their equipment can be installed and is compatible with the existing atmospheric pressure plasma system. 1.1 Type A, Semiautomatic Control 2.1 Type A, Stainless Steel needle valve, corrosive gas version 3.1 Pirani sensor pressure gauge 4.1 Table Top connections (230V/16A), 10mm ID exhaust tube 5.1 Type A, Round stainless steel chamber, 100mm ID, 2L volume 6.2 Type B, Stainless steel flat tray for round chamber 7.1 Type A, stainless steel electrode for round chamber 8.1 Type A, 40 kHz frequency, 0-100W power generator 8.x Pulsed generator 9.3 Pfeiffer DUO 2.5C rotary vane pump, 2.5 m3/h, with PFPE oil 10.1 Corrosive gas version - stainless steel valves, tubing 2. Resellers shall submit information showing that they are authorized to resell the specified equipment and that all manufacturer warranties and titles can transfer to NIST once equipment is delivered. Interested vendors shall submit their response via email to latish.walker@nist.gov no later than 11:00 am on 15 May 2017. NIST's email system limits the total size of attachments to not more than 10Mb. Any single email exceeding that may be rejected by the NIST email server.
