- J&A Jerry Thompson and Associates (JTA) Washington, DC is being awarded a modification to increase the maximum value of the Financial Analysis Support Services (FASS) contract by $1.4 million or 3.5% for performance through June 30 while follow-on Capital Investment Analysis Support (CIAS) contracts are processed. FASS and CIAS cover Volpe Center budgeting, accounting, program management and systems engineering support to the Federal Aviation Administration's (FAA) and the Capital Expenditures Budget Office. Although FASS resulted from full and open competition this modification is being issued in accordance with 41 U.S.C. 3304(c )(c) (1 ) as implemented by FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. It is likely that a stand-alone contract or purchase order competition would result in unacceptable delays in achieving satisfactory level of performance supporting the Volpe Center and FAA FASS program. The Justification & Approval documenting this decision is attached.
