The mission of the Foreign Service Institute is to develop the men and women our nation requires to fulfill our leadership role in world affairs and to defend U.S. interests. At the George P. Shultz National Foreign Affairs Training Center (NFATC), the FSI provides more than 450 courses, including over 70 foreign languages, to more than 50, 000 enrollees a year from the State Department and more than 40 other government agencies and military service branches. The School of Language Studies (SLS) Office of Language Testing Unit (LTU) administers the FSI Language Proficiency Tests. FSI/LTU tests in over 100 languages. More than 5,000 language tests are administered annually to examinees from the State Department and the other federal agencies. Language test scores are essential in hiring Foreign Service personnel and for retention, assignment to posts, promotion, and language incentive pay. Proficiency testing is a way of assessing how well an examinee performs in a language regardless of where or how the language was acquired. All scores awarded are according to the Interagency Language Roundtable (ILR) Skill Level Descriptions. This is the rating scale used by all U.S. Government agencies.
