- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton, VA 23367, intends to negotiate a sole source Firm-Fixed Price contract with SDVOSB VSS Logistics for the Asheville NC Medical Center in accordance with FAR Part 12, FAR Part 13, and specifically FAR 13.106-1(b)(1) and by FAR 6.302-1. The proposed sole source purchase order is for KTW Group storage cabinets for surgical instruments. The NAICS code for this contract action is 339113. KTW Group is the original equipment manufacturer. The company only has one authorized distributor. The VHA Procurement Manual prohibits the use of gray market equipment in medical facilities, including the use of unauthorized refurbished and reverse-engineered parts. This notice of intent to award a sole source contract is not a request for competitive quotes. It is not a solicitation or request for offers; however, any responsible source that believes it is capable of meeting this requirement may express their interest by providing quotes brand name only items NLT 11 May 2017 at 9am AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required items. A determination not to compete this proposed requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Verbal responses are not acceptable and will not be considered. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
