Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Program Executive Officer, Land Systems Marine Corps (PEO LS) Air Command & Control and Sensor Netting (AC2SN) intends to negotiate and award a sole-source contract with Ultra Electronics Advanced Tactical Systems, 4101 Smith School Rd, Bldg. 4, Suite 100, Austin, TX 78744-3204, for software sustainment services in support of the Air Defense System Integrator (ADSI) used in Common Aviation Command and Control System (CAC2S) Phase 1, and the AN/TYQ-101A Communications Data Link System (CDLS). This effort is estimated for award in the fourth quarter of Fiscal Year 2017 with an approximate period of performance of a 12-month base year base with four 12-month option years. The CDLS is the near real-time Command and Control (C2) node for the Tactical Air Command Center (TACC). The CDLS is used within the Marine Tactical Air Command Squadrons (MTACS) at each Marine Aircraft Wing (MAW). It is the data processor that provides automatically correlated air and ground situational awareness information for near-real time support to tactical operations and intelligence centers. It receives messages from a variety of sources, in a variety of formats, correlates information from these sources and distributes the correlated information to selected consumers. The CDLS system can be configured to operate in a standalone mode. The CDLS software is MIL-STD compliant, Joint Interoperability Test Certified and has a current Authority to Operate through 1 September 2018. CAC2S Phase 1 is used in the Tactical Air Operations Center (TAOC). The TAOC provides air defense and real-time control of air craft within its designated area of responsibility. ADSI within CAC2S Phase 1 provides message receipt and transmission from various sources, in different formats and correlates the information from these sources to augment the common operational picture, and the common tactical picture. Ultra Electronics is the sole producer of the ADSI used in the CDLS and CAC2S Phase 1. The ADSI system is composed of a number of software and hardware modules, each addressing the specialized and varied needs of the real-time tactical decision maker. Ultra Electronics is the Original Equipment Manufacture and has asserted the government has restricted rights pursuant to DFARS 252.227-7014, Rights in Noncommercial Computer Software and Noncommercial Computer Documentation because it asserts that various components of the ADSI system and approximately 100 percent of 1.8 million lines of source code, were developed at private expense. The ADSI is a Joint Service processor used by the Army, Air Force, Navy and Marine Corps whose various components do not operate independently of each other. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within fifteen calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent.
