- Request for Information for J9CB Strategic Communications, Event and Conference Support Services The Defense Threat Reduction Agency (DTRA) Research and Development Enterprise, RD J9, is seeking information from potential 8(a) Small Business performers to deliver strategic communications support and administrative and logistics support for event planning and meeting support services for the Chemical Biological Technologies Department (J9CB). Strategic communications services will focus on developing and implementing a strategic approach to communicating with a broad variety of audiences. Event planning services will include the planning and execution of symposiums, conferences, training sessions, off-sites, seminars, and technical exchange meetings using virtual and on-site meetings as determined DTRA. Critical requirements also include: Summary of Critical Requirements: o Review and implementation of a strategic approach to communicating with a diverse group of audiences for the following purposes: - Building trust and credibility with stakeholders - Establishing long-term relationships - Sharing expertise and insights - Fostering an understanding of J9-CB's role in supporting the warfighter - Translating technical information - Managing conflict - Effectively delivering RD-CB messages o Develop and assist in implementation of Department-level Communication Plan. o Develop and coordinate mission-focused and general information messaging for dissemination using a variety of methodologies (e.g internet, print, and news venues). o Provide analysis and recommendations regarding communication best-practices and provide subject matter expertise to J9-CB Department Senior Leaders. o Manage J9CB-wide meeting and event related processes, activities, metrics, standards and supplier strategies. o Manage and deploy J9CB booths and materials, coordinate necessary logistics to effectively support J9CB marketing and communications goals. o Execute cutting-edge planning; management and execution tools and methodologies to support J9CB's strategic messaging and communications objectives. o Establish and maintain collaboration and communication with stakeholders to ensure efficiency and long term sustainability of DTRA conferences and events. o Negotiate, process, review, and revise contracts with venues to capture the maximum value and least expense for J9CB. Respondents must submit concise description of approach to delivering critical requirements in Microsoft Word Format, 12pt/Times New Roman, not to exceed 10 pages.
