- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Program Executive Officer, Land Systems Marine Corps (PEO LS) Air Command and Control Sensor Netting (AC2SN) intends to negotiate and award a sole-source contract with Raytheon Solipsys Corporation, located at 8170 Maple Lawn Blvd, Fulton, MD 20759, for software sustainment services in support of the Common Aviation Command and Control (CAC2S) Phase 1 Multi Source Correlator Tracker (MSCT) and MSCT Display. This effort is estimated for award in the fourth quarter of Fiscal Year 2017 with an approximate period of performance of a 12-month base year with two 12-month option years. Specific software support activities to be performed under the proposed contract include: Analysis and resolution of the MSCT and MSCT Display software issues reported from the operating forces and assigned to the developer by the CAC2S Configuration Control Board for inclusion into the CAC2S software release schedule; update MSCT software Information Assurance posture for inclusion into the overall CAC2S software baseline; sustain the MSCT and AN/TPS-59 Tactical Data Link (TDL) connectivity and maintain the MSCT interface to meet the AN/TPS-59(v)3 Interface Design Document (IDD) Revision and Cooperative Engagement Processor IDD 8240590-002 REV C; enable and perform software coding within the MSCT to the protocol for the Multi-functional Information Distribution System (MIDS) Low Volume Terminal-11 (LVT-11) interface and update the software to initiate the MIDS from the Warfighter Console; update MSCT and advanced TDL implementations and air control radar interfaces to current standards listed within the Statement of Work; modify MSCT user interfaces to meet end-user requirements; perform analysis in support of CAC2S Increment 1 Common Software Baseline (CSB); and assess and conduct development of the TDF plug-in to the Command and Control Air Operations Suite (C2AOS) Map Abstraction Layer Application Programming Interface (API). As the developer, designer and sole manufacturer of the CAC2S Phase 1 software baseline, Raytheon Solipsys Corporation is the only firm with the requisite skills and knowledge of the software source code and system design and equipment integration necessary to satisfy the Government requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within fifteen calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent.
