Description
Title: Missiles Advisory and Assistance Services Classification Code: R - Professional, administrative, and management support services NAICS Code: 541330 Engineering Services Estimated Award Date: August 2017 Period of Performance: One year basic and two one-year option periods Description: The United States Air Force intends to issue a solicitation for proposals for an upcoming procurement in support of Missiles Advisory and Assistance Services (A&AS). This requirement synopsis is not a request for proposals, proposal abstracts, or quotations and is released solely for information purposes. The anticipated North American Industry Classification System (NAICS) code for this request is 541330 Engineering Services. Firm Fixed Price (FFP) Services, Non-Personal: The Contractor shall provide on-site Advisory and Assistance Services (A&AS) to the Missiles organization, AFNWC/NDM, located on Tinker Air Force Base (TAFB), OK. The Contractor shall provide Program Analyst, Operations Analyst, Program Management, and Logistics support as described below. Each Contractor must have an active Secret clearance in order to perform services. An interim Secret clearance may be accepted upon approval of the Government. Senior Program Analyst/Scheduler Support: The Government will provide one (1) on-site space and the candidate shall have a minimum of 10 years of Program Analyst/Scheduler or equivalent experience with extensive knowledge in preparing Integrated Master Schedules (IMS) employing Microsoft Project software (Gantt chart). A candidate with ADPD Level II certification in Program Management or industry equivalent within the past five years would be preferred, however, this is not required, and, for clarification, a skilled Program Manager is not required to perform this service. *The Contractor shall have knowledge and experience in performing Schedule Health Assessments (SHAs) and Schedule Risk Assessments (SRAs) using MS Project 2010, and interpreting data to assist Government Program Managers in resolving discrepancies or program errors. Knowledge and experience with MS Project 2013 is preferred. *The Contractor shall assist with compiling individual program schedules (in MS Project 2010 or 2013) in to one Division-level schedule for senior leadership use. The Contractor shall convert IMS files in to MS Project 2010 program schedules. Knowledge and experience with MS Project 2013 is preferred. *The Contractor shall assist Government employees in developing program schedules and implementing MS Project 2010 schedules to manage & track all aspects of an Acquisition Program. *The Contractor shall assist with developing and maintaining the Division Program Schedule Process Guide, utilizing DoDIs, MIL-STDs, and AFIs, as guidelines to support acquisition scheduling activities. *The Contractor shall assist by providing briefings on how to exercise MS Project 2010, preferably MS Project 2013, employment strategies for daily execution of acquisition programs, including task assignments, predecessors and successor linkage, and developing cost data. *The Contractor shall be able to ensure the IMS contains all discrete program activities, interfaces with other systems, and ensure schedule integrity using metrics and other schedule health indicators. Senior Operations Analyst Support (Two): The Government will provide two (2) on-site spaces and each candidate shall have a minimum of 10 years of Operations Analyst or equivalent experience. Associated projects include the following operations analyst support: Data Management, Contractor Data Requirement List (CDRL), Deficiency Reports, 339 Process, Engineering Technical Assist Request (ETAR), Dashboard (Share point), Configuration Control Board (CCB), process guides and document reviews. Each candidate shall have the following knowledge and experience and assist with the following: *Demonstrated knowledge and experience in creating/managing internal program policies for submitting, storing, and sharing data and documents *Ability to ensure the proper recording, monitoring, and reporting of key program and acquisition-related documents for the division *Ability to pull technical data and generate system engineering metrics *Ability to prepare briefings to support generated metrics *Assist in developing schedules and implementing MS Project 2010/2013 schedules to manage and track all aspects of an Acquisition Program *Capability to work with individuals and develop process guides, review regulatory documents and coordinate documents *Assess schedule health using metrics and/or other indicators to drive schedule improvements *Demonstrated system experience as to how to navigate systems such as: IES-A for 339 process, B1TSC - ETARS, and Command 202 or similar *Demonstrated Share point experience and Microsoft Office Suite 2013 *Demonstrated experience in Project, preferably 2013 *Demonstrated experience in Windows, preferably Windows 10 The Government will provide two (2) on-site spaces and each candidate shall have a minimum of 10 years of Operations Senior Program Manager: The Government will provide one (1) on-site space and the candidate shall have a minimum of 10 years of Program Management or equivalent experience. A candidate with certified ADPD Level II in Program Management or industry equivalent within the past five years is preferred, with extensive knowledge in managing and executing ACAT III acquisition programs. The candidate shall have the following knowledge and experience and assist with the following: *Provide knowledge and experience necessary in program management policies and procedures to support procurement and sustainment of weapons system programs, subsystems, components, and equipment. *Demonstrate knowledge and experience necessary to manage weapon system specific funding and scheduling using Integrated Budget Documentation and Execution System (IDECS) and Comprehensive Cost and Requirement System (CCaRS). The Contractor shall assist in program planning, financial budgeting, financial management, tracking and reporting. *Capable of developing acquisition strategies to include initiating, reviewing, developing, and implementing activities to accomplish modification alternatives, maintenance and supportability concepts, Business Case Analysis (BCA), Performance Work Statements (PWSs), Data Items Descriptions (DIDs), test plans, Life Cycle Sustainment Plans (LCSPs), and Logistics Health Assessments (LHAs). *Prepare briefings to support Acquisition Strategy Panels (ASPs) and Will Cost/Should Cost acquisition strategies. Assist in developing schedules and implementing MS Project 2010 schedules to manage & track all aspects of an Acquisition Program. *Assist Government Program Managers in developing contracting strategies, conducting market research, and preparing documentation for justification and approval for other than full & open competition (J&A). *Provide expert knowledge and capability in the use of Microsoft PowerPoint software to produce briefing charts and reports. *Knowledge and understanding of acquisition reporting, including updating information in the Monthly Acquisition Report (MAR) accessed via the Project Management Resource Tools (PMRT) system. *Support Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), and Compliance Audits (CAs), Technical Interchange Meetings (TIMs) and other program and engineering reviews at Government and weapon system Contractor facilities. Document meetings with minutes and action items. Senior Acquisition Logistician Support: The Government will provide one (1) on-site space and the candidate shall have a minimum of 10 years of Logistics Management or equivalent experience. APDP Level II in Life Cycle Logistics certification or industry equivalent within the past five years is preferred. The candidate shall have extensive knowledge in Life Cycle Sustainment Plans (LCSP) and Logistics Health Assessments (LHAs). The candidate shall have the following knowledge and experience and assist with the following: *Provide acquisition and sustainment logistics support for ALCM, CALCM, BWIE, and Functional Ground Test (FGT) programs with emphasis on Support and Test Equipment. The Contractor shall be knowledgeable of logistics best commercial practices and DoD directed concepts such as Performance-Based Logistics (PBL). *Plan, manage, and coordinate cradle-to-grave life cycle logistics support for assigned systems or subsystems. Understand Air Force Supply Chain Management concept of operations. *Accomplish logistics management analyses, prepare written reports, conduct studies, define alternative solutions and recommend actions to accomplish management of the Integrated Logistics Support (ILS) elements and support demilitarization to include: building spreadsheets/databases, environmental analyses, scheduling meetings and tracking parts. oExamples of logistics support include: supporting existing and future acquisition programs, evaluating the impact of product support strategies, and assisting with sustainment management activities. *Familiarization with DoD supply systems and databases to include: Integrated Logistics System - Supply (ILS-S) and DO43 Item Management Control System. *Development of logistics requirements, track, report and evaluate metrics, conduct analyses, and provide technical assistance for total life cycle cost, logistics supportability, and warranty. Establish and maintain an integrated program schedule as necessary. *Establish maintenance and support concepts, plans, and requirements to be performed during the total life cycle of the system or equipment, to include Diminishing Manufacturing Sources and Material Shortages (DMSMS). *Define logistics requirements by recommending procurements, repair activities, budgeting, and disposition of excess material. The Contractor shall assist technical compliance officers and equipment specialists to determine requirement computations and provide assistance on requirements issues to management.
