- N00164-12-G-JQ66-0075 - SOLE SOURCE - ENGINEERING SERVICES FOR MULTI-SPECTRAL TARGETING SYSTEMS (MTS) - FSG 5855 - NAICS 334511 Anticipated Issue Date 12 May 2017 - Anticipated Closing Date 09 June 2017 - 2:00 PM EDT THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-12-G-JQ66. Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-12-G-JQ66 and/or a new BOA N00164-17-R-JQ02. N00164-12-G-JQ66 was issued to Raytheon Company, McKinney, TX. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-12-G-JQ66 will remain unchanged. This JO is anticipated to procure Engineering Services including maintenance/repair, engineering/logistics analyses, reliability efforts, maintainability efforts, sparing/provisioning support, configuration management, technical support, software engineering, field support and test equipment support (hardware and software), and related support for MTS in support of the US Army Sky Warrior. The services are for a base one year period with no options. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 11 August 2017. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
