- The U.S. Army Corps of Engineers - Norfolk District is issuing a pre-solicitation notice for HVAC System Maintenance, 803 Front Street, Norfolk, VA. The Contractor will provide transportation, mobile communications, and supervision of Contractor employees and subcontractors involved with the preventive maintenance for the listed HVAC equipment at the USACE facilities presented herein. In addition, the Contractor shall provide (through a combination of in-house and subcontractors) all necessary labor, materials, tools, plant and equipment to execute the scope of services as indicated in approved Task Order Requests. The Contractor will procure all materials and equipment (except those specifically referred to as "U.S. Government Furnished"). HVAC systems included are listed in Appendix A with required preventive maintenance per the Appendix B check lists located within the property line of the following buildings: Waterfield Building (Headquarters Building) Gate House The sections above are the Preventative & Demand Maintenance below the Limit of Liability (LoL) services included in the contract as outlined by the Bid Schedule base and option years (CLINS 0001 thru 0005). The Government reserves the right to issue Demand Maintenance Task Orders for any section in accordance with the process outlined herein. Additionally, the Government may also elect to add sections not included above by way of a bilateral modification to the contract. The solicitation number will be W91236-17-R-0025. This is set-aside for SDVOSB contractors. The applicable NAICS code is 238220 with a Small Business Size Standard of $15.0M. All responsible sources may submit a proposal which will be considered by Norfolk District. In order to be eligible for award, an offeror must represent in good faith that it is a small business SDVOSB vendor in accordance with FAR 19.301-1. The Government intends to award a Firm Fixed Price (FFP) contract. The Period of Performance for this is a one-year base period with four (4) one-year options periods. This is NOT a solicitation. Do Not Submit proposals or questions in response to this document. The solicitation will be issued electronically and will be available on Federal Business Opportunities (FBO), http://www.fbo.gov, on or about 22 May 2017. No telephone calls or written request for the solicitation package will be accepted. All prospective offerors are responsible for visiting the web page frequently to obtain the solicitation and nay amendments or other information pertaining to this solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. Representations and Certifications must also be updated via SAM.
