- This is a combined synopsis/solicitation RFQ VA101V-17-Q-0192 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government anticipates awarding two (all or none), firm fixed price awards. The Government intends to issue two Firm Fixed Price Purchase Orders for the below line items to the responsible contractor whose quote, conforming to the solicitation, is considered the Best Value offer. Award will be made on an all or none basis. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95. This requirement is a Total Service Disable Veteran Owned Small Business (SDVOSB) Set-aside in accordance with Public Law 109-461, Veterans First Program. Only offers from SDVOSB concerns that are registered and verified in the Center for Verification and Evaluation (CVE) Vendor Information Pages (VIP) website at https://www.vip.vetbiz.gov/ at the time date set for receipt of offers shall be considered for award. Offers from SDVOSB concerns that are not registered shall be rejected as non-responsive and shall not be considered for award. The applicable NAICS Code for the first award (Replacement of Computer Room UPS ) is 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing and has a small business size standard of 750 EMP. The applicable NAICS Code for the second award (UPS System & Batteries Maintenance) is 811212 Computer and Office Machine Repair and Maintenance and has a small business size standard of $27.5M. Any offeror who does not meet the size standards for both NAICS codes shall be rejected as non-responsive and shall not be considered for award. Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. **A site visit is scheduled for 1:00PM EST on 16 May 2017 at the St. Petersburg VBA Regional Office, 9500 Bay Pines BLVD, St. Petersburg Fl. 33708. Interested parties must RSVP no later than 15 May 2017 at 10:00 AM EST. All RSVPS shall be initiated by contacting the Contracting Officer (Scott Russell) at Scott.Russell@VA.gov. The Contracting Officer will acknowledge the RSVP s and provide final site visit instructions. All questions pertaining to this Combined Synopsis/Solicitation or the site visit shall be directed to Scott Russell at scott.russell@va.gov. Questions are due by 10:00 AM EST on 19 May 2017. Questions will be collated and answered in the form of an amendment. (Award 1) CLIN 0001: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and other items and non-personal services necessary to supply and install an Uninterruptable Power Supply system and integrate existing telecommunications closets in accordance with the attached Replacement of Computer Room UPS statement of work. Quantity: 1 Unit of Measure: Job Price $____________ Description of Requirement (Award 1) The contractor shall remove existing UPS system and install one (1) 100kVA/ new UPS system Liebert eXM UPS, model 47SA100A0C00H52 or equal 20kva Power Module to include (N+4) for redundancy and scalability). There will be one string of batteries (HX330-FR or equivalent) as needed for N+1 redundancy and scalability. Distribution center will need to have additional circuits added to allow for an additional 11 IDF closets (2 Quad receptacles in each room) in accordance with the attached Replacement of Computer Room UPS statement of work. The Computer Room is located inside Room 205G is 70 -6 x 23 -2 and is made up of a raised floor system to allow easy access for running any necessary wiring and conduit. Delivery and installation shall be completed within 60 days after receipt of order. (Award 2) CLIN0001: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and other items and non-personal services necessary to provide routine/preventive maintenance (PM) and unscheduled maintenance to the new UPS system and batteries while under factory warranty as specified in the UPS System & Batteries Maintenance SOW. New and or additional UPS system and battery components repaired and/or installed during the duration of the contract will be maintained under this maintenance contract. The Contractor will coordinate with the Contracting Officer Representative (COR) on any new and additional component implementation to insure that any project related warranty and contractual service on new hardware remains in force. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on comparative evaluations of the offers. The following factors shall be used to evaluate offers: i. Technical Capability: Award 1: The offeror shall provide a technical description of the UPS system to verify that it meets all salient characteristics and a detailed schedule reflecting each phase of the installation. Award 2: The offeror shall provide a tentative schedule of when services will be provided as well as a narrative describing the Contractors ability to respond to unscheduled services IAW the UPS System & Batteries Maintenance SOW. ii. IAW FAR 13.106-3(a) Price will be evaluated to determine reasonableness based upon the total price of both awards to include the option periods and any possible contract extensions under FAR Clause 52.217-8, Option to Extend Services. The Government will evaluate its option to extend services at FAR Clause 52.217-8 by adding six (6) months of the Offeror's proposed price for the final option period to the Offeror's total proposed price. Thus, the Offeror's total price for the purpose of evaluation will include the total price of Award 1 and the base period, 1st option, 2nd option, 3rd Option, 4th Option and 1/2 of the 4th option price of Award 2.
