SOLICITATION RFP NOTICE: Naval Air Warfare Center Aircraft Division has a requirement for engineering and technical support services in support of (4.1) Systems Engineering Department. This notice for solicitation N00421-16-R-0089 is issued as a synopsis/ request for proposal. In accordance with Federal Acquisition Regulation (FAR) Part 15, the Naval Air Warfare Center, Aircraft Division (NAWCAD), Patuxent River, MD intends to conduct a small business set-aside competition for systems sustainment engineering and technical services to support the AIR-4.1 Systems Engineering Department. Solicitation numbers N00421-16-R-0036 and N00421-16-R-0088 are being synopsized under separate announcements. Please note that all Request for Proposal (RFP) and/or amendment(s) and publicly releasable documentation will reside on FedBizOps. It is recommended that interested Offerors check the site frequently for any updates. Proposal submission deadline is no later than Tuesday, 6 June 2017 at 11:00 a.m. EST. ELIGIBILITY: This requirement will be awarded as a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The applicable NAICS code for this requirement is 541330 with a current size standard of $38.5 M. The Product Service Code (PSC) for this contract is R425 (Engineering Services) PROGRAM INFORMATION: The Systems Engineering Department (AIR-4.1) of the Naval Air Warfare Center Aircraft Division (NAWCAD) performs systems sustainment engineering, analysis, development, integration, testing and fleet introduction and support of warfare systems into Naval Aircraft in support of Program Executive Offices (PEOs) and Program Manager, Air (PMAs). The support provides assessments of aircraft, weapon, and integrated systems' technical performance, mission suitability, and associated acquisition risks throughout the full acquisition process and life cycle of a program. The contractor shall provide systems specialty engineering and technical support to the Systems Engineering Department in the in the functional area of Systems Engineering Management and the Systems Engineering Development and Implementation Center (SEDIC). These efforts are focused across a broad business base comprised of Integrated Program Teams (IPT's), Externally Directed Teams (EDT's) and Enterprise Teams (ET's), which support all Naval Air Programs. These services are currently being performed to meet the requirement under Bridge Contract N00421-16-C-0048, awarded to Engility Corporation. The NAVAIR Freedom of Information Act (FOIA) website is http://foia.navair.navy.mil. GENERAL INFORMATION: This effort will be for an ordering period of five (5) years. The anticipated Period of Performance will be 1 May 2018 through 30 April 2023. The estimated total level of effort is approximately 147,840 man-hours per year. Refer to the attached RFP, Section C, SOW for detailed information pertaining to the Labor Categories and qualification under this requirement. CONTRACT TYPE: The Contract type expected to be awarded is a Cost-Plus-Fixed-Fee (CPFF)/Cost Reimbursement vehicle. The current contract N00421-16-C-0048 contains CPFF CLINs (Labor) and Cost-type CLINs (ODCs - Material/Travel). Since the resultant contract will be a cost-type, the successful awardee will also be required to have a Government approved accounting system upon award. NOTE: This is not a commitment by the Government to make an award or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
