Description
Intent to Sole Source Statement of Work Statement of Work DetectaChem MobileDetect Updated 05/05/2017 1. Scope The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Explosive Detection Equipment (EDE) Program requires leasing of system analyzer, their consumables, and operational training. NSWC IHEODTD EDE Program evaluates the capabilities and limitations of explosive detection/identification systems and provides lifecycle support that exploits technology and provides expertise which meets the needs of the Department of Defense (DoD) and physical security community. 2. Requirement The Contractor shall provide all staffing along with the equipment and materials needed for a laboratory test and evaluation (T&E) of the DetectaChem MobileDetect to include the lease of one system, consumables, and training of personnel participating in the Colorimetric Comparative T&E by NSWC IHEODTD on the operation and application of the DetectaChem MobileDetect. 2.1. System and Consumables One DetectaChem MobileDetect system shall be delivered to NSWC IHEODTD for the purposes of the laboratory T&E. NSWC IHEODTD will operate the system according to manufacturer approved protocols for the duration of the evaluation. Consumables to accommodate up to 3630 samples (1 Mobile Explosive Analyzer, 3310 MD Gen. Explosive Cards. 280 MD Homemade Exp. Cards, 40 MD Inorganic Nitrate Cards, and 1 onsite training) are required to complete the evaluation. Training Session One training session for the DetectaChem MobileDetect shall be conducted at NSWC IHEODTD Stump Neck Campus. The training for the DetectaChem MobileDetect s hall be conducted prior to the Colorimetric Comparative T&E, which is planned to occur from 1 June - 30 November 2017. Training shall take place no later than 30 May 2017. The training shall cover the following information: a. Detailed hands-on training on the operation of the DetectaChem MobileDetect to include sample considerations and sample preparation, b. Real world application(s) of the DetectaChem MobileDetect, c. Daily maintenance/troubleshooting required for operation of the DetectaChem MobileDetect, d. An overview of the technology used for the DetectaChem MobileDetect, and e. Any additional maintenance or troubleshooting required for operation and/or maintenance of the DetectaChem MobileDetect. 2.3. Colorimetric Comparative T&E The MS Comparative T&E will be conducted at NSWC IHEODTD Stump Neck Campus over a six to seven month period. The Contractor shall be available for troubleshooting and answering operational questions about the DetectaChem MobileDetect by phone or performing repair, either on-site or at the depot. 3. Period of Performance The period of performance shall be 6 months from date of award. Contractor shall coordinate all arrangements with the Government no later than 30 days prior to training start date. 4. Place of Performance Training shall be performed at NSWC IHEODTD Stump Neck Campus in Indian Head, MD. Facility location will be provided by the Government no later than 30 days prior to training start date. 5. Travel The Contractor shall be required to travel in performance of this contract. Specific travel requirements shall be delineated in accordance with the Joint Federal Travel Regulations/Federal Travel Regulations (JFTR/FTR). 6. Physical Security The Contractor shall be responsible for safeguarding all Government information or property provided for Contractor use. At the close of each day, all Government information, facilities, equipment, and materials shall be secured. 7.
