- NOTICE OF INTENT TO AWARD A SOLE SOURCE The U.S. Department of Energy (DOE), Oak Ridge Office of Environmental Management (OREM), 200 Administration Road, Oak Ridge, TN 37831 intends to award a sole source modification to the current East Tennessee Technology Park (ETTP) contract with URSCH2M Oak Ridge LLC (UCOR) (cost-plus-award-fee type of contract) for the decontamination and demolition and environmental remediation of the East Tennessee Technology Park and continuation of OREM activities ongoing at the Oak Ridge National Laboratory (ORNL) and the Y-12 Security Complex. This sole source modification will be for secant pile wall installation at the Y-12 National Security Complex. The authority permitting a sole source acquisition which permits contracting without full and open competition is based upon the exception prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements; citations 41 U.S.C. 253(c)(1) and 41 U.S.C. 3304(a)(1) apply. UCOR is the current OREM cleanup contractor. The contractor is mobilized to perform this high priority work at the Y-12 National Security Complex and has the approved plans and procedures in place to perform the work as well as a trained workforce. The secant pile wall construction is critical to be completed as part of the early site preparation for the larger balance of construction contract for the Outfall 200 Mercury Treatment Facility. This procurement action will provide for completion of the highly specialized critical secant wall installation in a specific integrated sequence to avoid impacts to ongoing National Nuclear Security Agency operations and support the overall schedule and regulatory commitments. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations. The Government will not be responsible for any cost incurred in preparation of proposals. This notice represents the Government's only official notice of this action. The determination for this modification to modify the current contract is solely within the discretion of DOE as it represents the best alternative to meet the Government's need. Any response to this notice shall include the title ?Notice of Intent to Sole Source ? East Tennessee Technology Park Contract, Oak Ridge, TN? and shall be received by this office no later than 2:00 P.M. May 20, 2107, Eastern Standard Time.
