Description
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement (BOA) N00019-14-G-0019 on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) in Owego, NY. This effort is for the procurement of two hundred seventy-five (275) Audio Isolation Transformers (AIT) for installation in the Moving Map Integration (MMI) Retrofit Kits for the MH-60S aircraft. The total Period of Performance will be 60 months, to include a 12-month base period and four (4) 12-month option periods. This action is being awarded on a sole source basis under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements;" because LM RMS is the sole designer, developer, and manufacturer of the AIT for the MH-60 S aircraft and is the only known source with the requisite technical data rights, tooling, test facilities, experience, expertise and knowledge of the designs necessary to resolve safety, reliability, and readiness problems for delivery of the MH-60 S AITs in a timely and cost effective manner. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
