- Questions and Answers Solicitation W912PQ-17-Q-0010 Supply Support Services Base plus 4 one year option periods. In support of United States Property and Fiscal Office (USP&F0). Central Issue Facility (CIF) Warehouse located on the Watervliet Arsenal in Watervliet, NY 12189. All requirements will be in accordance with the Performance Work Statement. (PWS), which is attached and made part of this solicitation. There are three incumbent contractor employees currently working in these positions. The solicitation will be issued as a Request for Quote (RFQ) from the USP&FO for New York, Purchasing and Contracting Division, Latham, New York. Principle NAICS is 561320 and size standard is $27,500,000.00. This acquisition is utilizing procedures in FAR part 13.5, Simplified Acquisition Procedures. This requirement is set aside 100% for Service Disabled Veteran Owned Small Business Only (SDVOSB) Solicitation is posted as of 5 May 2017. The resulting contract will require the Contractor to be compliant with the Contract Manpower reporting (CMR) system. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NYARNG via a secure data collection site. See attached Performance Work Statement for more information. In order to be eligible for award, the successful offeror's System for Award Management (SAM) registration must be active and includes representations and certifications. This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Federal Business Opportunities website at https://www.fbo.gov. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same.
