- Draft PWS ***THE PROSPECTIVE LOCATION OF THIS REQUEST IS OUT OF HQ USCB ACQUISITION DIVISION IN 4600 SILVER HILL ROAD, SUITLAND MD-- Please disregard other location listed due to system issues (Jeffersonville, IN) **** 1 REQUEST FOR INFORMATION US Census Bureau, IT Directorate 1.0 Description 1.1 The U.S. Census Bureau in support of the IT Directorate is seeking information on how an interested contractor could provide expert leadership consulting, executive level coaching, training, and facilitation services to the USCB IT Directorate, with the overarching objective being to support the Bureau's ongoing leadership curriculum development effort and bolster the communication skill levels among its leadership ranks. This training and coaching will specifically be used for the IT Directorate Senior Leadership employees. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USG is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website or if the market research results in a GSA schedule buy it will be announced on GSA's E-Buy website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The IT Directorate (ITD) provides the mission enabling IT services and support to the Major Census programs. As such, ITD is key to the Census Bureau's ongoing transformation which is aimed at fundamentally changing how census and survey data is collected, analyzed, and disseminated. Delivering on this mission requires a highly skilled IT workforce, led by effective leadership within the ITD organization and across Census' Program Areas and Directorates. This will promote a performance-based culture that improves accountability, organizational performance, employee engagement and morale in addition to balancing the skills and capabilities of people, processes and technology to sustain effective solutions to business requirements. The USCB IT Directorate, under the leadership of the Chief Information Officer, is pursuing an organizational change to improve solutions and services to enable this mission. In order to successfully achieve this mission and to deliver on a clear future, the IT Directorate seeks professional services to assist in Executive Leadership Training, Team Development, Vision Planning and Business Transformation. Please see the attached draft Performance Work Statement for further details surrounding this request. 2.1 Anticipated dates of service: EST August 2017 - August 2019 (Base plus one option year) 3.0 Requested Information Interested contractors should provide the following information: 1. Company Overview: a. A brief description of your company. b. Socio-economic status, business size, and size standard/applicable c. North American Industry Classification System (NAICS) codes. d. Dun & Bradstreet (DUNS) number. e. Web site address. f. Government and commercial clients. Please include the scale of these contracts by dollar value, full time equivalent employees (FTEs), or number of annual contacts. 2. Company Capabilities a. Specify your company's ability/experiences to provide the following as described in this RFI. It should be clearly delineated as to which objectives your company is able to perform. b. Have you performed these services before? If so, please provide up to three past performance details to include the following: i. Customer name and address ii. Point of contact (name, title, telephone number) for contractual/administrative matters (e.g. the Contracting Officer or Contract Officer's Representative) iii. Contract number and total dollar value of contract. If performed as part of a team, provide the dollar value of your firm's contribution iv. Pricing arrangement (firm fixed-price, labor-hour, etc.) v. Period of contract performance vi. Description of work performed vii. Identification of the major teaming partners, subcontractors, or prime contractor and the role played by each 3. Feedback US Census Bureau is seeking potential solutions that are in line with industry standards and commercial best practices that can be implemented at the Census Bureau. Responses to this RFI should address the following questions: a. What existing contract vehicle(s) does your company currently have that are available to the Census Bureau and can meet the stated objectives in this RFI? b. What performance measures would your company propose to monitor and determine the success of the contract/agreement? c. What is the required experience/education level for key employees to complete the stated objectives? d. What would your company recommend to ensure price control and competitiveness throughout the contract? e. What type of off-site activities have you planned and executed to complete the objectives (or similar objectives) identified in this request? Please provide details for up to three examples which include the following: i. What were the planned outcomes from the off-site activities? ii. How many employees participated? How many could participate? iii. What were the lessons learned by employees? iv. What were the results of the leadership coaching and facilitation sessions? 4.0 Responses 4.1 Interested parties are requested to respond to this RFI. 4.2 Responses shall be in Microsoft Word for Office compatible format or Adobe PDF are due no later than 18 May 2017, 03:00 PM EST. Responses shall be limited to 10 pages with no smaller than 10 point font and submitted via e-mail only to sean.m.krisko@census.gov and john.edward.czaika.iii@census.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 5.0 Industry Discussions USCB representatives may choose to discuss with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide IT Directorate Leadership Training and Development. The information provided in the RFI is subject to change and is not binding on the Government. The USG has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
