- AMENDMENT 0001 TO THE PRE-SOLICITATION N00164-17-R-WP25 - SYNOPSIS - Y354 Tetrode identified by model number and NSN 5960-01-037-3297. Electron Tubes which are used in the AN/SPS-49 Radar System in support of the Performance Based Logistics Organic (PBL-O) Program - FSC 5960 - NAICS 334419 Issue Date 5 May 2017 Closing Date 19 May 2017 - 2:00 PM EDT The purpose of this amendment is to make public notification that the Sources Sought posted on 5 January 2017, under this solicitation number (N00164-17-R-WP25) was a Special Notice. Amendment 0001 serves as Formal Pre-solicitation/Synopsis for solicitation number N00164-17-R-WP25. The closing date for this Synopsis posting is 19 May 2017. Naval Surface Warfare Center, Crane Division, Crane, IN 47522 has a requirement for new production of Foreign Military Sales (FMS), Electron Tubes, Tetrode Y354 (NSN 5960-01-037-3297). This requirement is planned as a non-commercial Firm Fixed Price (FFP) contract. The solicitation will be issued utilizing other than full and open competition under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Offers will be solicited from Richards Electronics, LTD., 40W267 Keslinger Road, LaFox, IL 60147, (CAGE 5L804). The basis for restricting competition is that the Y354 Tetrode tube is currently only available from a single source - Richards Electronics, LTD. The following Contract Line Item Numbers (CLIN) are anticipated: CLIN 0001 FMS New Production Electron Tubes, Tetrode Y354 (NSN 5960-01-037-3297) CLIN 0002 Data will be Not-Separately-Priced (NSP) Delivery will be FOB Destination at NSWC Crane. Final inspection and acceptance will be at destination. The solicitation will be available upon request on or about 20 July 2017. Interested parties can request the solicitation from the Contract Specialist; no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All changes to the requirement that occur prior to the closing date will be executed via an amendment. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. The technical data package may contain information that is export controlled. Only those companies that have completed DD Form 2345 and are certified under the Joint Certification Program (JCP) in an active status are authorized to receive export controlled information.
