Description
CCAMS Software Sources Sought Communications Configuration and Asset Management (CCAMS) Software 1. DESCRIPTION The U.S. Army Contracting Command - Rock Island (ACC-RI) is seeking potential sources and information related to a possible new contract for Commercial Off-The-Shelf (COTS) software to support Communications Configuration and Asset Management (CCAMS). This is a Sources Sought Synopsis pursuant to FAR Part 10 to determine if an adequate number of qualified interested contractors are capable of performing the CCAMS mission. The purpose of this notice is to identify companies capable and qualified to provide COTS software capable of managing all aspects of PM DCATS communication assets including: the system and site configuration management, facility, inventory, supply, contract, IT and architecture management, task automation, and relational data and analytics. 2. BACKGROUND: PM DCATS/PL WESS is looking to create a more robust system to manage the Army's and DoD's SATCOM and Terrestrial communication assets and meet configuration management requirements. Specific requirements for SATCOM configuration management (CM) are established by USSTRATCOM Strategic Instruction (SI) 714-06, dated 2 October 2012. This SI establishes the authority and responsibility of CM for SATCOM facilities across the COI and specifies the type of information to be collected and maintained. As stated in the SI, CM is the sustained assessment of the SATCOM enterprise. CCAMS extends these requirements to include the terrestrial communication transport facilities as well. To accomplish this objective large amounts of information need to be continually collected, maintained, and updated. Examples include, but not limited to: • System/Subsystem Integration, Dependency Mapping & Inventory • Facilities Security Validation • Facility floor space • Heating, Ventilation and Air Conditioning (HVAC) loads • Power supply and consumption • Grounding Systems • Inter-building/Shelter Cabling • Interconnect Facilities • Real estate The scope and scale of this enduring requirement for total asset management and configuration management has exposed the limitations of the current system and processes and their ability to incorporate modern, interactive, and best in business asset management capabilities. CCAMS is an enterprise level effort spanning multiple organizations, types of facilities, numbers of facilities, and stakeholders. CCAMS will provide a single focal point for Configuration Management of all services and programs relative to the SATCOM and transport facilities. This system shall replace an existing system currently being utilized called the Wideband Configuration Management System (WCMS). The software shall be expected to a) aggregate and archive all site drawings and engineering data to include installation "red-lines" and "as-built" drawings, b) maintain standards and policies for installation practices and quality control, c) coordinate program implementation schedules to provide a snapshot at any given moment utilizing standard management reporting, ad hoc reporting, and dashboards, d) an initiation point for CM Integrated Product Teams (IPTs) to CM status and issues at critical sites and e) provide the single repository for site documentation that PM DCATS and the entire community of interest can access via the Internet/ Web as needed. 3. SPECIFIED REQUIREMENT: Software tool must be able to incorporate • System Configuration Management • Facility Configuration Management • Change Management • Asset Management • Facility Management • Inventory Management • Contracts Management • IT Service Management • Finance Management • Architecture Management • Logistics Planning • Project Management • Schedule Management • Data/Analytics • Task Automation COTS Requirements The Tool shall have Access Control The Tool must have a product library The Tool shall ensure Product/CI devices identifiers follow industry standards regarding device identification and location within the facility The Tool shall be responsible for methodologies and compliance with applicable codes, standards, directives, standard practices, workmanship, and other guidance and regulatory requirements for mission systems. The Tool shall provide backup data for impact analysis of any proposed change. The tool shall provide CM Status reports The Tool shall provide a comprehensive configuration and asset management system that captures all relevant data on information technology (IT) equipment and all related electronic systems including the communications cable, computer network, satellite systems and equipment, radio equipment, antennas, switches, modems, and routers housed within a site in which PM DCATS has configuration management responsibility The Tool shall be capable of integration with geospatial maps The Tool shall contain a Configuration Management Database (CMDB). CMDB shall provide a relational, minable database capability, with relatable tables, to manage the SATCOM equipment inventories at DoD SATCOM facilities The Tool shall contain a relational database The Tool shall provide a centralized repository for capturing and maintaining an inventory of the equipment for which the PMO has configuration management responsibility The Tool shall provide growth capability to maintain expanding inventory (scalable) while allowing for modifications, such as adopt to changes in order to improve the integrity and flexibility of the system The Tool shall be capability of identifying and controlling duplicate data The Tool shall build the database using relational tables of data The tool shall be able to data mine capabilities The Tool shall be able to identify Parent ID keys The Tool shall provide a relational entity diagram The Tool must be able to use Standard CSV format files to import via DDR process or other interface via DCE data import normalization The Tool shall uniquely identify configuration items The Tool shall maintain an inventory of all equipment for which PM DCATS' CCAMS PMO has configuration management responsibility The Tool shall categorize each component to its technical specification The Tool shall classify configuration items into asset or CI types: service, hardware, software, documentation, and staff. This helps to identify and document what is in use, the status of the items and where they are located The Tool shall maintain an inventory of on-hand spare components The Tool shall provide a repository of collected data and data driven drawings that captures specific information on all information systems, equipment, pathway channels, distribution centers, and cabling external to the communications facility The Tool must be capable of creating/presenting multiple SP layers of CAD drawings The Tool shall provide a central repository capturing specific information on all information systems, equipment, and cabling external to the communications facility The Tool shall provide a central repository capturing or creating specific characteristics (including, but not limited to: manufacturer, part number, serial number, site location, rack / floor location, MAC address, system proponent and device name) on all information systems and equipment The Tool shall be capable of producing layered iPDF reports with GEO-maps formats The tool shall provide a repository capturing specific information on all information systems, equipment, and cabling internal to the communications facility. The Tool shall be capable of producing layered iPDF reports The Tool shall configure site drawings (from external drawings and floor plans) upon which asset information will be over laid. The Tool shall create a series of layers designated by physical architecture to facilitate viewing of specific architectural details The Tool shall be capable of importing scaled CAD format drawings The Tool shall be capable of exporting layered iPDF reports The tool shall maintain the site configuration management baseline The Tool shall update the configuration management baseline at the time of survey, audit, or approved configuration change request The tool shall maintain the approved set of documents of each revision. The Tool shall maintain a repository of documents including: drawings, associated lists, and other pertinent information, which will document in comprehensive detail, the entire communications infrastructure at each facility (SI 714-06, para 5.1.1.1). The Tool shall be accessible to all stakeholders based on need to know, with users assigned to user groups to control access The Tool shall aggregate and archive site drawings and engineering data, including installation "red lines" and "as built" drawings (SI 714-06, para 2.3.14). The Tool shall provide capability to display digital drawings: inside/outside plant, rack elevations, rack drawings, rack wire lists, floor plans, Inside CAD drawing, outside CAD drawing The Tool shall ensure CAD drawings will be viewable at the user level without special software (.pdf,.jpg,.bmp) The Tool shall be accessible by all stakeholders The Tool shall configure site drawings from external drawings and floor plans upon which asset information, including but not limited to: buildings, manholes, hand holes, pedestals, service boxes, conduits, termination locations, internal pathways, backbone cabling, electrical/power cabling, and grounding, will be overlaid (NETCOM TCF Charter, para PM DCATS Role #9). The Tool shall configure site drawings from internal drawings and floor plans upon which asset information, including but not limited to: exterior/interior walls, cubicles/office layout, MDF/IDF dimensions/locations, MDF/IDF racks and cable trays, cabling pathways, splice / transition / pull boxes, riser conduit entry and exit points, floor mounted hardware, rack mounted hardware, slot mounted hardware, pedestals, service boxes, conduits, termination locations, internal pathways, electrical/power cabling, grounding, cooling ducts, and ventilation ducts, will be overlaid (NETCOM TCF Charter, para PM DCATS Role #10). The Tool shall configure site drawings using common category layers in order to filter drawings to display specific asset information, including but not limited to: cabling, power cabling, grounding, ventilation, cooling, floor plans, and rack elevations. The Tool shall provide an SCMB for each facility that will include, but is not limited to: facility requirements archive The Tool shall provide comprehensive cabling diagrams, including signal, waveguides, and power The Tool shall have the ability to display floor plans and layouts The Tool shall have the ability to display as-built rack elevations, rack drawings, and rack wire lists, as appropriate The Tool shall categorize each CI according to its attributes The Tool shall record essential data as configuration item attributes for the tracking of assets by location within the site, contract data, and warranty information as well as essential data (power consumption, heat output, ect) for the site's overall service management of assets The Tool shall copy and maintain standard successful configurations The Tool shall categorize the classification of change (estimate of significance, effect, and complication) according to the configuration change control plan. The Tool shall provide a means to track service lifecycle Cis such as the business case, service management plans, service lifecycle plans, service design package, release and change plans, and test plans. The Tool shall provide a picture of the service provider's services, how these services will be delivered, what benefits are expected, at what cost, and when they will be realized. The Tool shall provide a technical specifications list of all Cis The tool shall be a comprehensive configuration and asset management system that captures all relevant data on all foundation pads, buildings, structures, roofs, floors, walls, windows, doors, all fixed equipment, fire alarms and suppression systems, Heating Ventilation and Air Conditioning (HVAC) systems, refrigeration systems, piping and utility systems, power systems and cabling, generators, uninterruptible power supply (UPS) systems, communications backbone cabling, and cabling infrastructure housed within or otherwise supporting communications sites and facilities in which PM DCATS has configuration management responsibility The Tool shall provide a means to track service configuration items to include the following: service capability assets, service resource assets, service model, service package, release package, and service acceptance criteria The Tool shall provide a means to track organizational configuration items to include the following: business strategy or other policies, and regulatory / statutory requirement The Tool shall verify that the facility's power distribution system, switching equipment, uninterruptable power supply (UPS), and generators have sufficient capacity and adequate interface characteristics to support the system/equipment to be installed (SI 714-06, para 4.4.6.1) The Tool shall evaluate all proposed systems using the criteria that will maintain sufficient facility capacity to accommodate sudden unexpected surge in electrical demand (SI 714-06, para 4.4.6.2). The Tool shall allow for planning and allocating HVAC / environmental control resources (PM DCATS OACM Plan). The Tool shall maintain all relevant environmental control assets and resources (NETCOM TCF Team Charter). The Tool shall provide reports to allow for the evaluation of all proposed systems using criteria that will maintain adequate facility redundancy to meet appropriate standards for availability and reliability. The Tool shall maintain the site configuration management data, including system and subsystem integration and demarcation The Tool shall maintain the current allocation of floor space resources and provide report to allow for evaluation and review of change requests (SI 714-06, para 3.1.2, NETCOM TCF Charter, para PM DCATS Role #11). The Tool shall maintain the current configuration of floor space resources including the location and rack assignments of all systems and equipment for which PM DCATS has configuration management responsibility (SI 714-06, para 3.1.2). The Tool shall maintain the current allocation of real estate resources and provide reports to enable the evaluation for all proposed planned changes. The Tool shall maintain the current configuration of real estate resources including the location of all foundation pads, buildings, structures, antennas, backbone cabling, manholes/hand holds/pedestals/splice cases within the boundaries of a DoD technical control facility (TCF) or SATCOM facility for which PM DCATS has configuration management responsibility (SI 714-06, para 4.7.1). The Tool shall store standard documents (DoD 4600 series, DoD 5100 series, DoD 8100 series, CJCSI 6200 series, and DISA circulars) as references. The Tool shall provide relational reports of CI The Tool shall provide means for uniquely identifying, tracking, and reporting on configuration items by means of an IUID The Tool shall provide a means to classify configuration items into asset or CI types: service, hardware, software, documentation, and staff The Tool shall provide base-lined configuration item reports The Tool shall provide a means to track, deliver, replace, move, and update internal configuration items to include the following: tangible assets (equipment) and intangible assets (software) required to deliver and maintain the service and infrastructure The Tool shall provide the means to track external configuration items to include the following: external customer requirements and agreements, releases from suppliers or sub-contractors and external services The Tool shall maintain the system configuration management baseline The Tool shall provide a means to create and control record data during the configuration identification and control activities. The Tool shall document accurate identification of each configuration item and delivered unit so that the necessary support elements can be programmed and made available to support the CI The Tool shall use defined metrics to generate accurate reports (SW change requests, deficiency reports, action item status, and change implementation status) of configuration status. The Tool shall store all reports in the appropriate reports repository. This repository will be organized in a logical manner to facilitate ease of access and search. The Tool shall provide a means to label physical configuration items with an identifier so they can be easily identified. The Tool shall enable the tracking of C5I assets through the DoD IUID registry for all lifecycle events (transfer, repair, calibration) in compliance with AR 700-145 dtd 18 Feb 2016 The Tool shall provide a means for reporting / exporting database content in a format recognizable by the DoD national IUID registry database. The Tool shall provide a simple end-user reporting capability for issues and field changes. The Tool shall provide integration into inventory management / supply chain management database(s) for identification of available spares. The Tool shall maintain pertinent contract details (acquisition / termination dates, vendor, etc) and provide alerts at prescribed intervals for future contract actions. The Tool shall provide a repository of collected data that facilitates decision making by providing reports, analytics, metrics, and customizable dashboards. The Tool shall provide and maintain reporting capability related to change requests, configuration items, and the relationships between them. The Tool shall provide a web-based reporting capability. The Tool shall meet the Army established certification and accreditation standards, the Army acceptable levels of information assurance as outlined in AR 25-2, Information Management Information Assurance, LandWarNet NetOps Architecture's core functionality and compliance checklist, DoDInst 8510.01 change 1 dated 24 May 2016, and provide the necessary hardware to deploy the system within PM DCATS. The Tool shall be government owned and utilize only government owned IT. How can Tools be owned by the government The Tool shall implement single sign-on leveraging a common access card (CAC). The Tool shall have a valid Certificate of Networthiness (CoN) and remain in compliance throughout its lifecycle. The Tool shall uniquely identify and record media with the following information: Contents, location and medium of each library; Conditions for entering an item, including the minimum status compatible with the contents of the library; How to protect the libraries from malicious and accidental harm and deterioration, together with effective recovery procedures; Conditions and access controls for groups or types of person registering, reading, updating, copying, removing and deleting CIs; Scope of applicability, e.g. applicable from environment ‘system test' through to ‘operation'. The Tool shall provide metadata enabled, centralized library storage for collection of all configuration management documents: metrics reports, configuration item (CI) technical specifications, lifecycle estimates, CI lists, configuration drawings, configuration baselines, change control board (CCB) approved changes to configuration baseline, audit findings, facility drawings, templates, etc. The Tool shall provide capability to store and display digital drawings to include "red lines" and "as built" The Tool shall provide a repository that includes all drawings, associated lists, and other information, which will document, in comprehensive detail, the entire communications equipment infrastructure at each facility: power, environmental controls, ventilation, and infrastructure maps The Tool shall be populated with keywords when tagging configuration items and those keywords will not use abbreviations and/or acronyms The Tool shall provide all system users universal read privileges based on Need to Know. The Tool shall uniquely identify and record media with the following information: Contents, location and medium of each library; Conditions for entering an item, including the minimum status compatible with the contents of the library; How to protect the libraries from malicious and accidental harm and deterioration, together with effective recovery procedures; Conditions and access controls for groups or types of person registering, reading, updating, copying, removing and deleting CIs; Scope of applicability, e.g. applicable from environment ‘system test' through to ‘operation'. The Tool shall be capable of interfacing with the current helpdesk trouble ticketing system (BMC Remedy) The Tool shall be remotely accessible The Tool shall be capable of integrating with agency APLs and asset Databases (i.e. DPAS, SAM-T) The Tool shall use discovery and exploration to identify unique components and software The Tool shall provide a means to automate loading and updating configuration management content to reduce errors and optimize cost The Tool shall interface with identified CM products currently in use by PM DCAT and stakeholder projects for the purpose of receiving information (Serena TeamTrack & MEARS) The Tool shall maintain relationships with external systems; these relationships include but are not limited to incidents, problems, known errors, change and release documentation and may also contain organizational data about suppliers, locations and business units, customers and users. The Tool shall create a unique trouble ticket ID number to report and track issue management. Tickets must be maintained, tracked for closure, and provide history of event and type of event to provide trend analysis. The Tool shall provide reports to enable the PMO to recommend appropriate courses of action based upon the availability of spares, power requirements & heat output of alternatives. Reports will include trend analysis of item lifecycle using trouble tickets to facilitate better buying power. The Tool shall enable full life-cycle planning of systems / sites / facilities by maintaining acquisition dates, contract data, warranty information, and manufacturers' estimate lifespan. Historical data and trouble tickets will be used to support lifecycle knowledge. The Tool shall maintain an inventory of assets on hand, due in / due out dates, and computed re-order points. The Tool shall interface with trouble ticketing system for the management of maintenance service request, support of lifecycle management through trend analysis, and warranty replacement. The Tool shall leverage Army Enterprise Solutions for asset management, supply catalogs, contract management, and financial management authoritative data sources (GCSS-A, AMIS, GFEBS, CCARS, IGCE) The Tool shall maintain pertinent warranty details (acquisition / termination dates, vendor, etc) and provide alerts at prescribed intervals for future contract actions. The Tool shall provide a means of tracking incidents as it relates to the service asset and configuration management of configuration items within the system and includes but is not limited to: reporting of issues by users, create unique incident ID number to report and track issues, enable assignment of responsibility to specific technician(s), provide integration with inventory management / supply chain management database(s) for identification of available spares, and provide recommended courses of action based upon the availability of spares, power requirements and heat output of each recommended action The Tool shall draw from a central database to provide formal and ad hoc reports at pre-determined time intervals and as-required. The Tool shall perform detailed analytics using the information stored within the CMDB and integrated databases to facilitate decision making by Stakeholders. The Tool shall calculate and track performance metrics over specified time period to support lifecycle trends. The Tool shall provide a simple user friendly, web-based dashboard and reporting capability that will also contain an online help functionality and training modules. The Tool shall perform comparisons analysis between total power & HVAC resources and the aggregate consumed by the current configuration to inform decisions concerning the availability of resources in support of change requests. The Tool shall provide a common metadata term store to be used when tagging documents by keywords. This term store will support key word search capability The Tool shall provide system users restricted file writing privileges as determined by the information system owner. The Tool shall provide a discovery tool (keyword search) for searching for documents. The Tool shall provide a link for users to suggest the inclusion of documents not found in the repository. The tool shall provide a dashboard specific to each stakeholder's needs The Tool shall track interface configuration items that are required to deliver the end-to-end service across a service provider interface The Tool shall provide test reports, including production acceptance test, site acceptance test, operational tests, and certification tests, as they relate to facility CM The Tool shall store and display a copy all Project Engineering Plans (PEPs) issued for the facility The Tool shall identify, record, and report current Information System (IS) components including versions and (one to many) relationships in sufficient detail that it may be developed, tested, evaluated, produced, procured, accepted, operated, maintained and supported. The Tool shall provide notifications via email to requestor/initiator and CCB members linked to actions required / completed. The Tool shall provide an assessment on the potential impact of proposed change requests on the overall mission capability of the facility The Tool shall provide a resource allocation/reservation request in electronic format for submission to and consideration by the configuration change control board (NETCOM TCF Charter). The Tool shall conduct an audit through electronic discovery at predefined intervals or upon command/CCB mandated action in order to verify, correct, and report the accuracy of configuration baseline with results of independent / system-determined audit (NETCOM TCF Charter). The Tool shall provide a means to audit for conformity between documented baselines, revisions, and the actual business environment to which they refer. The Tool shall provide discovery tools (or interface with discover tools), inventory and audit tools, enterprise systems and network management tools. These tools can be used initially to populate a CMDB, and subsequently to compare the actual "live" configuration with the information and records stored within the CMDB The Tool shall provide detailed metrics and analysis to inform decision making authorities the effects of proposed changes in regard to the facility's power system (SI 714-06, para 4.4.6). The Tool shall provide a standardized process that enables users to request change through a systematic proposal, justification, evaluation, coordination, and approval/disapproval to floor plan configuration baseline through pre-defined workflow, based upon the configuration change management plan, to the configuration change control board (CCB) for approval (SI 714-06, para 4.2.2.1). The Tool shall maintain CCB approval documents linked to appropriate baseline configuration data The Tool shall create, print, and validate item unique identification (IUID) labels for all CI assets. The Tool shall provide standardized and customizable dashboards for simplified visual display of complex data. The Tool shall integrate with IGCE and other pertinent federal financial authoritative data sources to provide accurate cost estimating for future acquisitions. The Tool shall provide for continuous monitoring of facilities' resources to include power, temperature, and humidity. The Tool shall provide integration, automation, and reduce redundancy of effort where applicable / possible. The Tool shall integrate into the PM DCATS enterprise and be interoperable into each of the relevant components while providing a dynamic process that supports and complements the program management & asset management functional areas. PMO shall coordinate all new installations and program implementation schedules with the COI and appropriate stakeholders 4. EXPERIENCE, CAPABILITIES, & SUBMISSION INSTRUCTIONS Submit an Executive Level and General Summary, with DUNS number and cage code, ten (10) pages or less - excluding the cover page and table of contents that demonstrates how your company has implemented the requested COTS. Does your company currently have a license agreement with the Army? If so, please provide dates and copy of the agreement. Does your company currently have an Authority to Operate (ATO), Certification of Net-worthiness (CON), and Risk Management Framework (RMF) certification through the Army? If so, please provide copies. Does your company currently host COTS on an Army server? If so please provide owner and location. Describe your experience integrating with Army systems. Describe your COTS business model (i.e. perpetual licenses vs. individual user licenses). Describe your capability to measure performance, and monitor and identify underperforming components of the system. Describe experience meeting similar requirements for DoD components, any security issues that arose, and how they were mitigated. Describe what information Industry requires from the Government in terms of accurately sizing/estimating the workload. Describe how the Government can prepare and anticipate transition requirements (e.g., pre-activities that reduce risk; documentation, etc.)? How have you validated the successful implementation or transition conducted in previous and similar situations? Please provide a video file that demonstrates your COTS product.
