- This is a notice of intent to award, not a request for proposals. A solicitation document will not be issued and proposals will not be requested. HHS, SUPPLY SERVICE CENTER, PERRY POINT, MARYLAND, intends to award a Firm-Fixed Price Contract for one each Thermal Storage Facility - (freezer) from Thermmax. The proposed contract action is in support of the SSC's secure cold storage efforts to store vaccines and to offer storage capacity to other federal government agencies. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The associated North American Industry Classification System (NAICS) Code is 333415. Vendors interested in potential future requirements may identify their interests and capabilities to the requirement by email only to timothy.bouchelle@psc.hhs.gov (NO PHONE CALLS). The Government will consider all responses, but a determination not to compete this action is solely under the discretion of the Government. This current action is under the authority of 41 United States Code (U.S.C.) 253(c) (3)(B) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements.) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) located at the Supply Service Center (SSC), Perry Point Maryland wishes to award a firm, fixed-price purchase order for one Thermal Storage Facility (freezer) to Thermmax. In 2011 via competitive procedures, a Thermal Storage Facility was awarded to Thermmax. Given the Thermmax trained personnel the SSC possesses, the System Support Package (SSP) in place, and the experience the SSC has with the Thermmax product, the best value to the government for another, duplicate facility is one provided by Thermmax - price reasonableness having been verified.
