- PAE This notice is a synopsis in accordance with FAR 5.101 for a proposed contract action to Contract W52P1J-11-D-0062 published before the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The initial solicitation W52P1J-10-R-0132 was originally synopsized, as well as the original issuance of the contract W52P1J-11-D-0062. The option to extend services under FAR clause 52.217-8 was synopsized on 10 May 2016, with a six-month extension included as an additional option, which was synopsized on 30 November 2016. The Army Contract Command - Rock Island intends to award a modification to extend the existing Heavy Lift 7 Contract W52P1J-11-D-0062 for the period of 01 September 2017 through 31 May 2018 under the authority 10 U.S.C. 2304 (c)(1), Only One Responsible Source, as implemented by FAR 6.302-1. Additionally, this modification will contain an option provision for three-month option under FAR 52.217-9, Option to Extend the Term of the Contract, with performance from 01 June 2018 through 31 August 2018. The contract period of period of performance was initially for a base year plus four option periods. FAR clause 52.217-8 was exercised for a period of 01 September 2016 through 28 February 2017. Subsequently, a six-month extension was approved and exercised IAW FAR 6.302-1 for performance through 31 August 2017 The nine-month extension is intended to be awarded to PAE Government Services under 6.302-1 when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the agency's requirements. A follow-on competition is underway for the follow-on Heavy Lift contract. That solicitation, W52P1J-16-R-0027, was issued on 15 February 2017, closed on 12 April 2017, and proposals are currently being evaluated. This modification will continue critical line haul support services throughout the Kuwait and Central Command AOR. Services to be provided include all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform commercial line haul, heavy lift and personnel transportation services. All responsible source may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice
