Description
This is a Sources Sought for the purposes of determining if there are qualified SDVOSB or VOSB concerns that have the experience and interest in executing the pending requirement as stated herein. The place of performance is Fort Bliss National Cemetery, El Paso Texas. This announcement is for planning purposes only and does not guarantee issuance of a formal Request for Quote. Proposals will not be accepted at this time. A formal Capability Statement or firm s Resume shall identify comparable work efforts under an identified Project or Contract. Identification of a project by Title Only is insufficient and does not provide the Government with assurances that the titled work effort is comparable. Execution dates of any identified projects is also required. The Government generally requires the following qualifications: 1 - Prime contractor/offeror has a minimum of three comparable projects within a three year period. 2- Current registration in Vet-Biz and SAMS. Please provide a DUNS number also so the Government can verify Vet-Biz and SAMS registration status. Phone calls or e-mail requests for additional information will not be accepted at this time. The initial Statement of Work is as follows: A. The Contractor: Shall furnish all labor, material, equipment, and supervision necessary to replace the existing irrigation system sand separator, select portions of the irrigation system piping, existing valves, and other system components at Fort Bliss National Cemetery in accordance with the contract requirements specified below and per applicable industry standards and codes. B. The Work: The Work shall include, but shall not be limited to the following (not necessarily in the order indicated): 1. Contractor shall coordinate the replacement of the sand separator, irrigation piping, valves, and other components with the COR to prevent the disruption of the cemetery s irrigation supply. 2. Existing sand separator: PuroFlex PF-61-020. See product cut sheet in Appendix (B). 3. Existing piping, valves, and other components: Various sizes of galvanized steel piping, bronze ball valves, bronze check valve, cast iron butterfly gate valve, and sensor installation with flanged connections. See photographic diagrams in Appendix (A). 4. New sand separator installation: a. Removal: As part of the overall piping and valve replacement, remove the existing PuroFlex sand separator, including the associated control box, electric discharge valve, and discharge piping. b. Install new sand separator: PuroFlex PF-61-020 or equal. See product cut sheet in Appendix (B). Installation shall include a new manufacturer s control box, new discharge valve, discharge piping and all new accessories and fittings as required by the manufacturer as part of a complete installation. c. Sand separator mounting: The new sand separator shall be mounted in the same location as the existing. Anchor the sand separator per the manufacturer s requirements. d. Install dielectric couplings at the main inlet and outlet connections (2 places) and at the copper discharge line connection (1 place). e. Install all new copper drain piping for the sand separator. f. Provide all electrical wiring, conduit, connections, and fittings for a complete installation. 5. New piping, valves, and other piping component installation: a. Removal: Removal all existing piping and components as indicated the illustrations as shown in Appendix (A). b. Install new replacement piping, valves, flanges, hangers, braces, and other piping components: 1) Install new SCH 40 galvanized steel piping in various sizes (1/2 to 3 Nominal Diameter) to match the sizes of the existing piping being replaced. 2) Install new 2 threaded bronze body ball valves (2 places). Size to match existing. 3) Install new 3 flanged, cast iron butterfly valve with EDPM seat and adjustable flow control handle (1 place). Size to match existing. 4) Install new 3 threaded bronze check valve. Size to match existing. 5) Install new flanges and flange gaskets on both sides of sensor T-fitting assembly. Size to match existing. 6) Install new T-fitting and all associated fittings for sensor installation. Provide new flanges and piping. Size to match existing. 7) Install new 3/4 threaded ball valve on exterior piping (located on building south exterior). Size to match existing. 8) Do not replace the expansion tank. Replace the inlet piping, valve, and coupling in its entirety as indicated in Appendix A. Do not replace the control piping as indictated. 9) Disassemble well cap assembly, install new gasket and O-ring on well cap fitting, and reassemble. Refurbish all mating surfaces prior to installation of new gasket and O-ring. 10) Install new exterior grade, pressure gauge on exterior well cap. 11) Provide any additional fittings or piping as needed to complete the work. 6. Product Specifications: a. Piping, valves, and fittings (joints, unions, flanges): Bronze gate and check valves - MSS SP-80, butterfly valves - MSS SP-6, ball valves threaded - MSS SP-110. b. Steel pipe: Galvanized Schedule 40. Threaded joints shall have American Standard taper pipe threads conforming to ASME B1.20.1. c. Copper Tube and Pipe: Brazed joints shall be made in conformance with AWS B2.2/B2.2M, ASME B16.50, and CDA A4015 with flux and are acceptable for all pipe sizes. Soldered joints shall be made with flux and are only acceptable for piping 2 inches and smaller. Soldered joints shall conform to ASME B31.5 and CDA A4015. d. Dissimilar Pipe Materials: Connections between ferrous and non-ferrous copper water pipe shall be made with dielectric unions or flange waterways. Dielectric waterways shall have temperature and pressure rating equal to or greater than that specified for the connecting piping. Waterways shall have metal connections on both ends suited to match connecting piping. Dielectric waterways shall be internally lined with an insulator specifically designed to prevent current flow between dissimilar metals. Dielectric flanges shall meet the performance requirements described herein for dielectric waterways. e. Provide piping support using industry and workmanship best practices. Installation of pipe hangers, inserts and supports shall conform to MSS SP-58 and MSS SP-69. f. Piping shall be installed using industry and workmanship best practices to replace the existing piping configuration as shown in Appendix (A). Pipe shall be accurately cut and worked into place without springing or forcing. Change in direction shall be made with fittings. 7. The Contractor shall perform pressure and leakage tests for the new system for 2 hours to 1.5 times the normal operating pressure. Leakage shall not exceed the following requirements: a. Copper Tubing: No leaks. b. Ductile Iron Pipe: AWWA C600. 8. The work to replace the existing irrigation piping and valves shall be all inclusive to restore the irrigation system to its full functionality and operation. 9. After completion of all piping, components, equipment, fittings, accessories, and material installations, perform a full system functional test and demonstrate to the COR the satisfactory operation/functionality of the irrigation system sand separator, piping, valves, and piping accessories. 10. Thoroughly clean up the work area at the end of each day s work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor s personnel. 11. Haul away & dispose of all debris and waste to an approved disposal site. C. Time of Completion: The project shall be completed within 60 calendar days after contract award. D. Code Compliance: All work shall be performed in accordance with National, State, and Local Codes including the International Building Code (IBC), the International Mechanical Code (IMC), the International Plumbing Code (IPC), and the National Electrical Code (NEC). E. Contractor Quality Control: The Job Site Superintendent will: a) review and approve submittals, b) inspect the quality of work performed, and c) certify the completed work for payment and other purposes. F. Submittals After Award: Submit manufacture s literature and specifications for the all plumbing materials, components, and sand separator (including all accessories) used to perform the work to the COR for review and approval. G. Plans/details: 1. Appendix (A), Irrigation Sand Separator, Piping, and Fitting Details 2. Appendix (B), PuroFlex PF-61-020 Product Information H. POC: The Contracting Officer s Technical Representative (COR) for this project is: I. Project completion: The project site shall be protected and/or restored to a condition equal to that existing prior to the commencement of work.
