Description
The Department of Veterans Affairs, VISN 1 Network Contracting Office (NCO) is conducting Market Research on behalf of Veterans Affairs Medical Center West Roxbury, Massachusetts through this sources sought notice to help determine the availability of qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) that can provide a Clinical Workflow System with Paging Integration. The capability statements received from this market research are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not assume any costs incurred by the contractor in the preparation of responses. This Statement of Work covers the installation, configuration, training and support for a clinical workflow system for the VA Boston Healthcare System (VABHS). VABHS seeks to procure an enterprise solution for hospital communication that includes web-based staff directory/on-call application and paging application. Background. The VA Boston Healthcare System, the largest consolidated facility in VISN 1, encompasses 3 main campuses and 5 outpatient clinics within a 40-mile radius of the greater Boston area. The consolidated facility consists of the Jamaica Plain Campus, the West Roxbury Campus, and the Brockton Campus. In addition to the 3 main medical centers, the Community Based Outpatient Clinics (CBOCs) that make up the VA Boston Healthcare System (VA BHS) are located in Framingham, Lowell, Quincy, Plymouth and Causeway Street (Boston). Currently, hospital communications systems including the staff directory, on-call application and paging applications are all stand-alone systems stored in multiple databases which results in communication delays and duplication of work and maintenance of multiple systems. In order to create a more efficient and effective process for communication and clinical workflow, it is necessary for these to be integrated into one web-based system. General Requirement. Proposed clinical workflow system must seamlessly integrate into existing SPOK paging system and be compatible with the Spok T5 encrypted pagers, Unications, T3currently used by VABHS. Contractor Services. Contractor services will include installation, configuration, training and support of the proposed system. This shall include on-site and off-site services. The contractor and VABHS shall cooperate to establish hours of access to VABHS premises that are mutually agreed upon by both Parties. Pre-Implementation. Contractor shall assign project team responsible for working directly with VABHS to develop project plan and timeline prior to installation of system. This includes confirming necessary hardware needs, compatibility requirements, connectivity requirements and coordination of any assignments necessary to be completed by contractor and VABHS in order for installation to begin. This shall include necessary site visits and/or conference calls for completion. Installation/Technical Set-up. Contractor shall perform all necessary hardware configuration, software installation and configuration, ancillary software installation and configuration, data migration and confirmation, application testing, data validation and any other tasks necessary to prepare for proper implementation of system. This shall include remote as well as on-site installation work as needed for completion of this phase. Training. Contractor shall provide on-site training to include administrative training to supervisors and train-the-trainer sessions. Contractor shall work with VABHS to create onsite training schedule to ensure an adequate number of training sessions for all necessary supervisors and super users. Implementation. Contractor shall coordinate implementation of clinical workflow system working closely with VABHS to ensure proper operations of the system. Contractor onsite support shall be available during the duration of implementation. Contractor shall address any deficiencies or identify plans for follow up prior to VABHS acceptance. VABHS shall complete formal customer acceptance acknowledging project deliverables have been delivered as intended. Post-implementation. Contractor shall resolve any outstanding issues related to system implementation. Project will be transitioned to VABHS technical staff only after system is functionally complete without outstanding items and all project phases have been completely delivered. Ongoing support. Contractor shall provide 12 months of initial maintenance and support for hardware and software as part of this procurement. Additional maintenance and license fees beyond the first 12 months shall be included for optional years 1-4 an additional cost. VABHS Responsibilities. VABHS shall be responsible for the following areas: Project Requirements: Development of a VABHS project team consisting of individuals with clearly defined roles to include Project Manager, Switch Technician, Paging Technician, Network Technician, PC Support Person, Database Manager, Database Administrator, Database Interface Analyst, Trainer and System Owner. Provide a stable infrastructure to support the project during the system testing and production cutover phases of the project. Responsible for data integrity and performing system and database backups throughout the project. Responsible for all disaster planning recovery throughout the project. Provide all necessary server access to support work activities throughout the project. Provide VPN or equivalent access to the VABHS network with access to all contractor servers and remote access to the contractor operator PC s that are utilized by the contractor applications. Coordinate meetings, interviews, presentations and other assessment related activities on behalf of VABHS Coordinate the availability and participation of key people within VABHS possessing the necessary business and technical knowledge. Review documents created by contractor to review them on a pre-arranged schedule and in a timely manner. Provide accurate and detailed information related to VABHS current processes in a timely manner. Where the contractor identifies that it needs information with respect to products or services that are provided to VABHS by third parties, VABHS shall work with such third parties to ensure they provide the information needed in a timely manner. Prior to system implementation, complete all test plans provided by the contractor. Hardware Requirements: All necessary servers Appropriate power, UPS, rack for servers and KVM switch(es) Racking all hardware Phone sets and workstation PCs Salient Characteristics. The following below are salient characteristics for the required clinical workflow system: Shall be a web-based enterprise solution that includes the following features: On-call/Directory Application Paging Application Single sign-on (SSO) feature Directory (A/D) Import Application On-call/Directory Application Allows on-call schedules to be viewed from any VA computer or VA wireless device. Allows on-call schedules to be viewed on an hourly, daily, weekly or monthly basis. Ability to display all call services and pager numbers for current day on webpage Allow departments, clinics and individuals to maintain their own on-call calendars. Allows users to look up numbers, send emails in addition to sending pages and reassigning pagers. Allow look up by person name, partial name, pager group name or by number Ability to customize security and access including ability to edit contact information, edit call schedules or view only access. Ability to limit certain information to only authorized users. Allow for exporting of data to other applications such as excel, pdf. Paging Application Allows for sending pages directly from any VA computer or VA wireless device. Allows users to schedule a personal status and pager reassignment/forwarding via desktop interface or by phone Logs all requests made through paging application including individual history logs. Allows authorized users to view their own transaction logs. Allow for automatic signature on messages sent. Ability to indicate message priority when sending messages. Ability to obtain information from contractor of all failed pages. Single sign-on (SSO) feature SSO shall use Windows login authentication with users Active Directory credentials for access. Directory (A/D) Import Application Allow for import of VABHS directory data from Active Directory Ability to manually run or schedule automatic data import as needed. Technical Evaluations. Technical evaluations shall include vendor participation in an on-site demonstration at VA Boston Healthcare System, 1400 VFW Parkway, West Roxbury 02132.
