Description
The Strategic Systems Programs (SSP) intends to solicit and award a Basic Order Agreement (BOA) Order under BOA N00030-16-G-0053 with Lockheed Martin Rotary and Mission Systems (LMRMS), located at 55 Charles Lindbergh Blvd, Uniondale, NY. The intended Order will provide the following efforts for the TRIDENT II (D5) Strategic Weapon System Navigation Subsystem (SWS-NAV): Technical engineering services to support the AS-3896\B Antenna Removal and the associated SSP Alteration (SPALT) to the supporting SWS-NAV equipment. These tasks and engineering services will involve updating requirements and design documentation, updating display and control software, updating the Global Positioning System (GPS) Interface Unit internal circuit card assembly to account for the change in the Radio Frequency (RF) path, including the removal of pre-amplification power fed to the AS-3896\B antenna, and updating internal low noise amplifiers/attenuators to reflect the new antenna path(s). This Order is for Phase I of the overarching Antenna Removal effort, which includes initial design efforts, including the Concept Review/System Requirements Review/System Design Review (single event) through Preliminary Design Review/Critical Design Review (single event). The contract will contain efforts for FY18 only. LMRMS is the only known source with the critical experience, expertise, personnel, facilities, and in-depth knowledge of the TRIDENT II SWS inertial navigation subsystem required to perform the subject effort in accordance with SSP J&A 15,942, as provided with the award of BOA N00030-16-G-0053. Award will be made using other than full and open competition to LMSST of Uniondale, NY. No Solicitation package is available. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to use FAR Part 12 for the acquisition. Interested persons may identify their interest and capability to respon1d to the requirement or submit proposals. All responses must be received within thirty days from the date of publication of this synopsis.
