- Notice Type: SF 330s Request for Information (RFI) Description: Renovate Nuclear Medicine Suite, Project # 537-325 REQUEST FOR SF 330: This is a request for Standard Form (SF) 330, NOT a Request for Proposal. The Department of Veterans Affairs has a need to establish a contract with a multi-disciplined Architect-Engineer (A/E) services firm to provide Professional Architectural/Engineering Services for the design of new construction and remodeling for a fully functional 5,400 sq. ft. renovation remodel of the existing Nuclear Medicine suite on the second floor of Building 1 and new construction of 4,700 sq. ft. second (2nd) floor addition onto the existing single story Material Management building for Nuclear Medicine, at the Jesse Brown VA Medical Center, Building 1A, 820 South Damen Avenue, Chicago, Illinois. The design must support the addition of seven (7) additional floors atop the new construction. The existing Nuclear Medicine suite must stay partially in use during construction and be subject to only modest construction phasing. The selected AE firm shall specify and design all phases of the project, including: Preliminary site survey and research regarding existing conditions and future requirements; The specification and location planning of temporary modular facilities to be used by the hospital during the construction phase of this project; Multidiscipline specification and design for selective demolition and renovation of the existing Patient Admitting area; and Construction Period Services (CPS) in support of project success. This request for SF 330s is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under the authority of 38 U.S.C. §8127. In accordance with VAAR 819.7003(b), SDVOSB firms must be verified in the VIP database prior to submitting an SF 330. All interested parties must be registered and current in the System for Award Management (SAM) database. If you are not registered in the System for Award Management (SAM) database, you may register online at https://www.sam.gov. Prospective firms are reminded that per VAAR 852.219-10 and by its submission of an offer and execution of a contract, the offeror/contractor agrees that in performance of the contract in the case of a contract for services, at least 51 percent (51%) of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns. This acquisition requirement NAICS Codes is 541310 - Architectural Services and 541330 - Engineering Services. The applicable Small Business Size Standards are 541310 = $7.5 million and 541330 is $15 million. AREA OF CONSIDERATION: The area of consideration is RESTRICTED to a 250-mile radius of the Jesse Brown VA Medical Center located at 820 South Damen Avenue, Chicago, Illinois in which either the AE firm s Primary or established Auxiliary/Satellite office must be located. Note: The 250-mile radius will be measured by one or more of the nationally recognized commercial free on-line mapping services from the Primary or established Auxiliary/Satellite Office Address to the above VA Medical Center address (shortest driving distance option). COST MAGNITUDE RANGE: The AE Services Cost Magnitude Range is between $500,000 and $1,000,000; and the Estimated Cost of Construction Magnitude Range is between $5,000,000 and $10,000,000. The Estimated Construction Period of Performance shall be five hundred and twenty-five (525) calendar days from the Notice to Proceed issuance date. Note: Design Costs: Offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the Architect or Engineer Services contracted for must not exceed six percent (6%) of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design within Funding Limitations will be applicable to the procurement action. Design limitation costs will be provided to the most highly rated A/E firm selected to complete the design. SCOPE: Architecture and Engineering (AE) Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implement in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The three (3) firms deemed most highly rated after initial source selection will be chosen for interviews. Firms will be selected based on demonstrated competence and qualifications for the required work. The Project may include components that fall under various disciplines (e.g. mechanical, electrical, plumbing, civil and structural, etc.). Services to include, but are not limited to: preparation of designs, space plans, construction documents, investigative studies, surveys, analyses, mapping, tests, evaluations, consultations, peer reviews, program management, value engineering, soils engineering, drawings review, preparation of operating and maintenance manuals, conceptual design, design programming, preliminary designs, working drawings and specifications, cost estimating, site visits, miscellaneous reports and Construction Period Services. The Certification and Accreditation (C&A) requirements do not apply; a Security Accreditation Package is not required. The AE firm shall design all phases of the project, including the specification of a prefabricated building, which is to be used as a temporary facility during the construction phase of this project. Services shall include, but shall not be limited to: Preparation of designs, Space plans, Construction documents, Investigative studies, Surveys, Analyses, Mapping, Tests, Evaluations, Consultations, Peer reviews, Program management, Value engineering, Soils engineering, Drawings review, Preparation of operating and maintenance manuals, Conceptual design, Design programming, Preliminary designs, Working drawings and specifications, Cost estimating, Site visits, Miscellaneous reports, and Construction Period Services (to include site visits during construction). There are No bid packages available for this Notice. This is NOT a Request for Proposal (RFP). The following Evaluation Factors will be used to evaluate the qualifications of responding firms. Selection Criteria will be based on the following (in descending order of importance): Professional qualifications necessary for satisfactory performance of required services. (a) Team proposed (b) Proposed management plan (c) Project Control (d) Estimating effectiveness Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (a) Previous experience of proposed team (b) Proposed design approach (c) Sustainable design (d) Safety in design (e) Capacity to accomplish the work in the required time (f) Specialized experience with healthcare related designs in a hospital setting Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Location in the general geographical area of the project and knowledge of the locality of the project. (a) Primary or satellite office within 250 mile radius of the facility. Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. All SF 330s received by the due date and time will be evaluated by an Technical Evaluation Board (TEB) using the Evaluation Factors identified in this announcement. After SF 330s have been evaluated, Discussions/Interviews will be held with at least three (3) of the most highly qualified firms. After discussions conclude, the TEB will evaluate the qualifications of the firms using the same evaluation factors, taking into consideration both the SF 330s and discussions, to select the most preferred firm from the firms considered to be the most highly qualified. Negotiations will then begin with the most preferred firm. DEFINITIONS AND RATINGS FOR EVALUATION FACTORS: One (1) of the following Ratings will be assigned to each factor above: RATING DEFINITION Exceptional Contains one or more considerable strengths which yield significant benefit. Weaknesses, if any, are of small impact. There are no significant weaknesses and there are no deficiencies. Good Contains one or more strengths which yield some benefit. Weaknesses are of small impact. There are no significant weaknesses and there are no deficiencies. Satisfactory Meets all of the requirements stated in the Request for SF 330. Firm offers no significant benefits beyond the stated requirements, but has no significant weaknesses and no deficiencies. Marginal Firm has shortcomings that raise questions about whether some of the requirements can be met, or has one or more significant weaknesses, but no deficiencies. Unsatisfactory Fails to meet most of the requirements of the Request for SF 330. Firm has significant weaknesses and one or more deficiencies. EVALUATION PROCESS: The TEB will evaluate each firm s SF 330 submission strictly on its content and will not assume that performance will include anything not specified in the submission. The evaluation will be conducted in accordance with the procedures established herein. The TEB will evaluate and rate evaluation factors using the evaluation criteria above and then submit a consensus evaluation to the Contracting Officer (see attachments). The TEB will document strengths, weaknesses, significant weaknesses, deficiencies, and potential discussion questions for each firm s submission. The TEB will recommend a minimum of three (3) firms with which discussions will be held. The Contracting Officer will review the TEB s ratings of each firm and select a minimum of three (3) firms for discussions. The Contracting Officer and TEB will then participate in discussions with the selected firms. Any information obtained during discussions will be evaluated by the TEB using the same criteria used the evaluations of the SF 330 submissions. The TEB will then prepare a selection report for the Selection Authority recommending, in order of preference, at least three (3) firms that are considered to be the most highly qualified to perform the required services. The report shall include a description of the discussions and evaluations conducted by the TEB to allow the Selection Authority to review the considerations upon which the recommendations are based. The Selection Authority shall review the recommendations of the TEB and shall, with the advice of appropriate technical and staff representatives, make the final selection. The final selection shall be a listing, in order of preference, of the firms considered most highly qualified to perform the work. If the firms listed as the most preferred are not the firms recommended as the most highly qualified by the TEB, the Selection Authority shall provide for the contract file a written explanation of the reason for the preference. All firms on the final selection list will be considered selected firms with which the Contracting Officer may negotiate in accordance with FAR Part 36.606 and VAAR Part 836.606. The Selection Authority shall not add firms to the selection report. If the firms recommended in the report are not deemed to be qualified or the report is considered inadequate for any reason, the Selection Authority shall record the reasons and return the report to the TEB for appropriate revision. The TEB shall be promptly informed of the final selection. SDVOSB REQUIREMENTS: VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009) (a) Definition. For the Department of Veterans Affairs, Service-Disabled Veteran-Owned Small Business concern : (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more Service-Disabled Veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more Service-Disabled Veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more Service-Disabled Veterans (or eligible surviving spouses) or, in the case of a Service-Disabled Veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) Service-Disabled Veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). (b) General. (1) Offers are solicited only from Service-Disabled Veteran-Owned Small Business concerns. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a Service-Disabled Veteran-Owned Small Business concern. (c) Agreement. A Service-Disabled Veteran Owned Small Business concern agrees that in the performance of the contract, in the case of a contract for: (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible Service-Disabled Veteran-Owned Small Business concerns; (2) Supplies (other than acquisition from a non-manufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible Service-Disabled Veteran-Owned Small Business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible Service-Disabled Veteran-Owned Small Business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible Service-Disabled Veteran-Owned Small Business concerns. (d) A Joint Venture may be considered a Service-Disabled Veteran Owned Small Business concern if (1) At least one member of the Joint Venture is a Service-Disabled Veteran-Owned Small Business concern, and makes the following representations: That it is a Service-Disabled Veteran-Owned Small Business concern, and that it is a small business concern under the North American Industry Classification Systems (NAICS) code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; and (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation. (4) The Joint Venture meets the requirements of 13 CFR 125.15(b). (e) Any Service-Disabled Veteran-Owned Small Business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program. CONTRACT AWARD PROCEDURE: The proposed AE services will be obtained by a Negotiated Firm-Fixed Price Contract using FAR Part 15. Interested offerors shall ensure current Licensing and have a current registration in the System for Award Management database at https://www.sam.gov/portal and the Vendor Information Pages database at https://www.vip.vetbiz.gov/ as well as have submitted the current cycle VETS-100 Report per the requirements located at http://www.dol/gov/vets/contractor/main.htm. Failure of a proposed Service Disabled Veteran Owned Small Business to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed Contractor. DELIVERABLES: The AE firms that meets the requirements described in this announcement are invited to submit four (4) original hard copy packages and one (1) electronic copy package (one CD media or email (if under 7 MB), no flash drives) of the completed Standard Form (SF) 330 to the office below, No Later Than 3:00 p.m., Central Standard Time (CST), Friday, May 19, 2017. SF 330 submissions shall be clearly marked with the subject line displaying the Project number: 537-325, the Solicitation number VA69D-16-N-1210 and Project Description Renovate Nuclear Medicine Suite. The SF 330 form may be downloaded from www.gsa.gov/forms. Completed SF 330 s shall include the primary firm, subcontractor firms, and any consultants expected to be used on the project.
