Description
This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Shawn O Neil, shawn.oneil1@va.gov, one L, then number 1. Interested firms should notify this office, as early as possible, but not later than May 11, 2017, 2:00 pm, PDT. All firms shall list their name, address, phone number, point of contact, and type of business. Any questions can be directed to Shawn O Neil, Contract Specialist, at shawn.oneil1@va.gov, 360-553-7650. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. This Sources Sought announcement is for the Veterans Health Administration Portland VA Medical Center located in Portland, Oregon, 97239. GENERAL DESCRIPTION of the services to be performed: The purpose of this requirement is to provide Veteran Temporary Lodging throughout a one-year contract. This is a Non-Personal Service. The designated NAICS Code is 721110-Hotels (except Casino Hotels) and Motels, size standard is $32.5 million. The sources sought notice number is VA260-17-N-03578. Your response shall include the following information: Size of company (i.e., 8(a), HUBZONE, WOSB, EDWOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.). Ability to comply with the Limitations on Subcontracting as defined in VAAR Clause 852.219-10 for SDVOSBs and FAR Clause 52.219-14 for small business concerns or 8(a) participants. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.   It is imperative that business concerns responding to this sources sought, articulate their capabilities clearly and adequately. IF A SOLICITATION IS ISSUED, IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.   After market research is completed, the government will decide the type of small business program consideration under which this solicitation will be issued, if any. This action is being considered for 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and/or Historically Underutilized Business Zone (HubZone) firms. 8(a) firms, Economically Disadvantaged Women Owned Small Businesses (EDWOSB), and Women Owned Small Businesses (WOSB). If interest is not received by the response due date from enough service disabled, veteran owned, or other small businesses, a resultant future solicitation can be issued unrestricted, and no further communications regarding the decision will take place. 2.0 ROOM REQUIREMENTS The following are the anticipated requirements: The Contractor shall provide hotel/motel lodging located within a ten (10) mile radius of VAPORHCS s main hospital campus located at 3710 SW U.S. Veterans Hospital Road, Portland, Oregon, 97239. 4.2 Provide Hotel/Motel Rooms for Overnight Lodging - Room Requirements VAPORHCS requires approximately twenty (20) hotel/motel rooms be held per day for VAPORHCS beneficiaries. All rooms must be kitchenettes. The kitchen must be fully equipped. It must include a sink, microwave, refrigerator, oven, and stove, cooking and eating utensils, table, and chairs. All rooms shall have a queen or a king size bed and a full-size, fold-out sofa. Handicapped rooms must be available and comply with ADA guidelines. At least two (2) rooms shall provide wheelchair, roll-in shower access (full roll-in or shower seat transfer). All rooms shall be accessible by ground floor or by ADA compliant elevator. All rooms shall be non-smoking rooms. All rooms shall be fully furnished and shall include Contractor provided utilities, customary room amenities, and other specified services in this contract. All rooms shall be located in a single hotel or motel property. Room Rates Daily room rates shall include all applicable taxes, fees, and any other no-charge services offered to guests of the hotel/motel. The Contractor shall offer one and only one room rate. The room rate shall cover reservations for Single Occupancy and for Double Occupancy. The room rate shall cover rooms with one (1) bed of queen size and shall cover rooms with one (1) bed of king size. The Veteran will be allowed their caregiver to stay in the same room with them. Any additional rooms for caregivers, drivers, and/or attendants are the sole responsibility of the Veteran or the caregiver, driver, and/or attendant and will not lodge at VAPORHCS expense. Daily room rates shall include daily changes of linens and toiletries and daily maid service. Daily room rates shall include free parking. Daily room rates shall include free wireless internet access. Daily room rates shall include, at least, one touch tone telephone (no deposit required). Telephone service shall be capable of long distance calls when long distance calls are placed using a telephone calling card or other telephone charge method. Any long distance charges are the responsibility of the occupant and not of VAPORHCS. Telephone service shall be equipped with voice messaging system or front desk message service. Daily room rates shall include, at the minimum, a daily complimentary continental breakfast. Daily room rates shall include 24-hour front desk coverage. Room Reservations Reservations are made by authorized VAPORHCS staff for eligible VAPORHCS transplant patients and their accompanying caregiver. The reservation shall be made with the Veteran s name, date of arrival, and estimated duration of stay. The Contractor shall allow occupancy of the room covered by this contract for the specific individual referred by authorized VAPORHCS personnel using a signed reservation and authorization form. VAPORHCS will inform the Contractor of each Veteran s name, date of arrival, and estimated duration of stay. Services shall be performed seven days a week. General check in time may begin at 4:00 p.m. and general check out time shall be at 12:00 p.m. Early and late check in and check out times may be arranged by authorized VAPORHCS personnel or the Veteran with hotel/motel staff. Hotels/motels reserve the right to deny lodging services to a VAPORHCS beneficiary on the basis of disruptive or inappropriate behavior by the beneficiary or the beneficiary s companion, or due to flagrant disregard for hotel/motel property, policy, or personnel by the beneficiary or the beneficiary s companion(s). Hotel/motel staff are to notify Self-Care Lodging staff, in writing via letter or email, of the Veteran s name and the date and description of the incident. 4.3 Provide Lodging Lists: The Contractor shall provide a Lodging List to the Self-Care Lodging Program Support Assistant on the first business day of each week for verification and validation. The Lodging List shall be faxed and shall include the names, dates of lodging, and room rate for each authorized stay that occurred the prior business week through the weekend. If there are discrepancies between the Contractor s Weekly Lodging List and the Self-Care Lodging Program s Authorization Records, the Contractor and the Self-Care Lodging Program Support Assistant will review and clarify discrepancies. 4.4 Provide Billing Invoices: The Contractor shall provide a Billing Invoice to the Self-Care Lodging Program Support Assistant on or before the fifth business day of the month for verification and validation. The Billing Invoice shall be faxed and shall include the names, dates of lodging, room rate for each lodger, and total monthly invoice amount for all authorized stays that occurred during the prior month. If there are discrepancies between the Contractor s Billing Invoice and the Self-Care Lodging Program s Authorization Records, the Contractor and the Self-Care Lodging Program Support Assistant shall review and clarify discrepancies. Upon concurrence from Self-Care Lodging Program Support Assistant, the Contractor shall submit the billing invoice to Austin for payment. 4.5 The VAPORHCS will only pay for authorized rooms and nights of lodging. If a Veteran or a person accompanying the Veteran elects to remain in the hotel/motel room beyond the authorized time period, payment for the additional nights shall be the sole responsibility of the Veteran or the Veteran s companion. In the event a VA referred occupant checks out of the hotel/motel before completing an authorized stay, the Contractor shall notify Self-Care Lodging Program staff. VAPORHCS will not accept billing for reserved rooms which are vacated early or unoccupied. 4.6 The Contractor shall charge no fees to VAPORHCS or the Veteran for Veteran s with registered service animals. 4.7 The Contractor may impose pet fees for any non-registered, non-service animal. Pets must be declared to the Contractor prior to the Veteran occupying the room. Contractor retains the right to charge additional fees or fines for non-declared pets. Lodgers are responsible for paying for pet fees directly to Contractor. VAPORHCS will not accept billing for pet fees or fines. 4.8 The Veteran lodging with the Contractor is responsible for any and all additional amenities, to include, but not limited to room service, pay-per-view movies, or meals not included in the basic room rate. VAPORHCS will not accept billing for any associated lodging amenities. 4.9 The VAPORHCS will not pay for any alcoholic beverages. 4.10 Veterans and/or their companion are responsible for any damages to rooms or property due to their actions or inactions or the actions of their pets. Hotels/motels may charge lodgers directly for such damages. The VAPORHCS will not accept billing for any damages to rooms or property.
