Description
Synopsis: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" this RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of USAMRMC. This RFI is not expected to be a request for proposal (RFP), or an invitation for bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information purposes only, and is not to be construed as a commitment by the Government. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. If a solicitation is released, it will be synopsized in FedBizOpps at https://www.fbo.gov. It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. Background: The USAISR mission is to be the nation’s premier joint research organization planning and executing registry-based and translational research providing innovative solutions for burn, trauma, and combat casualty care from the point of injury through rehabilitation. This non personal based service contract will provide the USAISR with the required resources to staff and maintain mission critical operations. Failure to provide the support services needed to carryout and complete routine requirements would be extremely detrimental to the mission. The USAISR utilizes maintenance systems through the Edstrom brand specific Watchdog System and Viewpoint Vivarium System. Objectives and Purposes: The USAMRMC is seeking responses from any/all licensed/authorized firms capable of providing maintenance on the Edstrom Watchdog System/Viewpoint Vivarium System. The Edstrom Watchdog monitors animal environment, delivers water and provides access control on all animal rooms to ensure the safety of our animals as well as our research. Viewport oversees the tasks performed in the animal rooms as well as allowing adjustment to water supply in the animal rooms which is critical to the animal’s well-being. The government is required by Army Regulation 40-33, The Care and Use of Laboratory Animals in DOD Programs, to maintain critical infrastructure, security, safety, and animal welfare. Submission Requirements: Interested firms are encouraged to submit a white paper (statement of capabilities) in response to this RFI. Submission should provide: Proof of certificate of authorization to be able to provide maintenance support, for the Edstrom Watchdog System/Viewport Vivarium System. Provide list of current/previous contracts illustrating current/previously awarded contracts for the required maintenance Edstrom Watchdog System/Viewport Vivarium System. Response Due Date: Interested parties should submit the RFI response electronically by 3:00 pm (EST) 12 May 2017 via e-mail to Michael Ursone at michael.a.ursone.civ@mail.mil. Instructions to Responders: Interested firms should submit a 1-3 page white paper describing current or planned procurement opportunities for maintenance support for the Edstrom Watchdog System/Viewport Vivarium System. The white paper should include the RFI number, company name and address, and name of a point of contact with their phone number and email address. The subject header of the email for the RFI response shall be: USAMRMC/ USAISR Maintenance for Edstrom Watchdog System & Viewpoint Vivarium. All information regarding capabilities statements or any other proprietary information relative to this RFI shall be marked appropriately. Neither unsolicited proposals, nor any other offers will be considered in response to this RFI. Responses to this notice are not considered offers, and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.
