Description
DRAFT SOW SOURCES SOUGHT ONLY: The United States Army Special Operations Command - Contracting, located at Fort Bragg, North Carolina, is conducting market research to determine the existence of interested sources capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to conduct the Regimental Master Breacher Course to support the 75th Ranger Regiment. The course will be conducted within 100 miles of Fort Benning, Georgia, and will cover all aspects for Demolitions and Breaching. Instruction will be provided by Active Duty unit members only, as specified in the attached DRAFT Statement of Work (SOW). The "DRAFT" SOW (Solicitation Number: H92239-17-R-RMBC) can be uploaded from the FedBizOpps website within the Attachments section. This is not a Request for Proposals, but instead a market research method to determine interested sources prior to issuing the solicitation. Anticipated period of performance is a 12-month base period, plus four (4) one-year option periods. The purpose of this Sources Sought Notice is to obtain an indication of interest of all businesses, determine any interest from the small business community, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. Based upon information currently available, the Government anticipates fulfilling this requirement through a small business set-aside. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. This IS NOT a request for technical/management proposals. If you are an interested source and capable of meeting the entire requirement without failure please provide the following voluntary information: 1) Company name and Point of Contact; 2) DUNS number and CAGE code; 3) Socioeconomic Status (to include 8(a), HUBZone, SDVOB, etc.), if applicable; 4) GSA Schedule Contract Holder Information, to include contract number, if applicable; and 5) A brief Statement of Capability (no more than 5 pages); which addresses the following five questions and demonstrates the ability to meet the requirements specified in the SOW, and includes any Past Performance information on Government contracts of similar size and scope. • Do you have the capability to provide a 600 acres that is a fully functional training site with all required training aids, as detailed in the DRAFT SOW? • Do you have the capability to provide secure onsite storage for Government Furnished Equipment and Ammunition, Arms and Explosives (AA&E) during the course, as required by the SOW? • Do you have the capability to provide qualified, trained staff that are legally allowed to handle personal protective equipment, firearms, and AA&E? • Do you have the capability to provide sufficient on-site classroom space with VTC capabilities? • What contract type does the vendor suggest for the resulting contract? The anticipated NAICS code is 238910 "Site Preparation Contractors" with a size standard of $15M. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No feedback will be provided regarding individual capabilities statements. No Reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
