Description
Issue a solicitation for a long-term strategic contract which will include a single NSN: 5365-01-083-6798, BUSHING, TAPERED, WSDC, 40A, HELICOPTER, BLACK HAWK UH-60A, Purchase Requisition Number 1000045377. Measuring and Test Equipment apply, this is a Critical Application Item, this is a Critical Safety Item, Navy Crittical Safety Item applies and Export Control Regulations apply. This is a Configuration Control Item: The Approve Source is: Sikorsky Aircraft Corporation, CAGE 78286, DWG: 70103-08013 REV H 05/25/1992, P/N 70103-08013-046. The approve Source is: Aero Components, Inc. CAGE 59213 Terms are FOB Destination, Inspection and Acceptance at Origin. This NSN is not commercial. This requirement is supported by J & A, IAW FAR 6.304. A total of one NSN is targeted for this contract effort. It is anticipated that a base and four (4) option years will be priced for the initial contract award. This requirement will be Solicited as Unrestricted Other than Full and Open Competitive basis. Solicitation will result in an Indefinite Quantity Contract (IQC). Government First Article Test (FAT) 1 EACH = 1 FAT Sample, Number of units to be tested: 2 EACH, Disposition of FAT units = 5 If waiver of Government First Article Testing (FAT) is granted, delivery is 166 DARO. Delivery Schedule: 180 Days ARO: Delivery of FAT Exhibits 120 Days: Government Evaluation and Notification to Contractor 166 Days: Completion of Production Units 466 Total Days ARO (End of Notice) Ship To: N65923 MCAS Cherry Point, NC Fleet Readiness Center East Receiving Officer Building 148, Bay C Beachey Road Cherry Point, NC 28533-5040 Government Production Lot Test (PLT) 1 EACH = 2 PLT Number of units to be tested: 2 EACH For Testing: Inspection: Origin Ship To (Lab DoDAAC): N65923 Ship To (Lab Address): MCAS Cherry Point, NC Fleet Readiness Center East Receiving Officer Building 148, Bay C Beachey Road Cherry Point, NC 28533-5040 Letters expressing interest in subcontracting will be provided to the contracting officer, who will be forwarded to the identified OEM. This is proposed to be a FAR 16.202 effort. The estimated annual quantity is 452 each per contract period. The contract will include a guaranteed minimum quantity of 113 each (base year only) and a total contract maximum quantity of 3,460 each. The minimum delivery order is 113 each and the maximum delivery order quantity is 452 each. This solicitation includes provision 52.215-9023 Reverse Auction. Since a Reverse Auction may be conducted, offerors are encouraged to access the Reverse Auction help tutorials at: http://dla.procurexinc.com to learn more about how to participate in an auction. Deliveries will be to DLA stock locations on the east and west coast. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation.
