- NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing this sources sought synopsis as a means of conducting market research to identify eligible parties having an interest in and the resources to support and furnish effort including labor and material as may be required to repair of seventeen head-of-family (HOF) items and fifteen family members used on the T64 engine (see Attachment A for nomenclature, part numbers, national stock numbers to be supported). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336412. Specific requirements include, but are not limited to, piece part and component support, repair or replacement of covered parts and components, technical evaluation of needed repair/replacement, timely meeting Return Around Time (RTAT), logistics management support for storage and packaging, and configuration management. In accordance with Title 10 DoD depot capability requirements, entering a partnership with the Fleet Readiness Center, East (FRCE), in Cherry Point, NC is required for repair of all items under this proposed requirement. The result of this market research will assist in determining the future method of support for this program. All T64 engine components have been designated as Critical Safety Items (CSI) and must be supported in accordance with Defense Federal Acquisition Regulation Supplement 209.270 and other applicable laws and regulations. These items require Government Source Approval prior to any contract award, as the items are flight critical. In addition, due to the age of the engine and potential complexity of repairs, it has not been determined that the technical data available is currently adequate to support repair via full and open competition. The information to be submitted for source approval is detailed at https://www.navsup.navy.mil/site/public/wss/documents/business_opps/main/sar_aviation_repairs.pdf under Commodities and œSource Approval Request (SAR) Brochure “ Repairs (Aviation). Responsible sources interested in being a source for the repair of these T64 components are requested to provide a written summary (15 page limit) of the below. Note that submission of the following information is not in lieu of submission of a source approval request (SAR) as specified in the paragraph above; submission of a SAR and Government approval of a company in accordance with the preceding paragraph is necessary for a source to be eligible for any contract award. -Provide company name, cage code, company point of contact (including a phone number) and advise whether the company is a large, small, small disadvantaged, 8(a), HUBZone small business, veteran-owned small business, service-disabled veteran-owned small business or women-owned small business. -List of components you are interested in repairing/overhauling. -Information concerning your company ™s technical certifications/qualifications, capabilities, facilities, equipment, experience (including with CSI parts and with the same or similar items) and corporate background. -Explain how your company has the technical capacity to perform the necessary repairs as the prime contractor and/or any key subcontracts and/or partnerships that you intend to use to meet the scope of this requirement. -Currently the Navy has the following repair manuals/data available (see below*). Describe ability to determine scope of repair required and to perform full scope of repair and replacement with these manuals. * NAVAIR 02B-105AJB-4 / Change 16 / 1 May 2015 NAVAIR 02B-105AJB-6-1 / Change 10 / RAC 42, 1 September 2016 NAVAIR 02B-105AJB-6-2 / Change 10 / 1 May 2015 NAVAIR 03-15BA-22 / 1 March 2010 -Identify any other technical data available to your company for performance of T64 component repair and replacement. -Since all piece parts must be obtained from approved sources, including from the Original Equipment Manufacturer, General Electric Aviation (GEA), describe the manner in which piece part support could be provided and any existing agreements/relationships with the approved piece part manufactures. -Describe what quality program the company has in place. The government will evaluate information to ascertain potential market capacity to provide supplies consistent in scope and scale with those described in this notice. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice by 2 PM EDT on 07 JUNE 2017.
