Description
NOTICE OF INTENT TO SOLE SOURCE: Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm-fixed price sole source procurement with Dr. Albert Nuttall, dba Nuttall Analysis 23 Coult, Ln, Old Lyme, CT, 06371 to provide services for the technical support of continued development in the completion of sonar signal processing algorithms and computer code previously initiated by Dr. Albert H Nuttall in order to maintain proficiency in one of Navy's core equities. The Navy currently has preliminary computer code but it is not fully developed and is currently unusable in its present state. This procurement requires completion of producing signal processing and computer code capabilities with the following salient characteristics: development of state-of-the-art, improved, and robust sonar signal processing methods and procedures, and supporting computer code (i.e., algorithms) leading to the enhancement of active sonar performance capabilities across a spectrum of acoustic conditions, with an emphasis on providing enhancements in the most acoustically challenging sound propagation environments, specifically those that exhibit high reverberation and high clutter background interference, typical in many of the shallow water regions of the world. Dr. Nuttall is the only person with sufficient familiarity of his own uniquely developed algorithm and computer code to complete requisite challenges of the complicated task of providing a nonlinear signal processing underwater channel characterization algorithm. Nuttall Analysis is developing a robust sonar signal processing method and supporting computer software code for improved active sonar performance. The environment targeted for Dr. Albert Nuttall's algorithm is shallow water where high reverberation and clutter interference exist in tactical regions of interest. Improvements to sonar performance must occur across many frequency spectra in order to enhance the active sonar capabilities for the Navy. Dr. Nuttall's algorithm has direct utility to active sonar operations in detection, classification and localization capabilities in real world undersea environments. The anticipated award date of solicitation N66604-17-Q-1624 is on or about 08 June 2017. This is a synopsis for noncommercial services prepared in accordance with the format in FAR Part 13 as supplemented with additional information listed in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. Additional terms and conditions: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The North American Industry Classification Systems (NAICS) code for this requirement is 541690. The Small Business Size Standard is $15M. Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency received by May 23, 2017. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.
