- The Department of Homeland Security, Office of Procurement Operations, intends to award a sole source EDWOSB contract to Dawnbreaker Inc., 2117 Buffalo Road, Rochester, NY without seeking competition for these commercial services. The objective of this acquisition is to acquire commercial services to support the Commercialization Readiness Pilot Program for the DHS Science & Technology Directorate to assist small businesses to overcome the barriers in commercializing promising technologies on an immediate basis. The specific FAR Subpart supporting this justification is FAR 19.1506; EDWOSB sole source award. The total value is $828,234.58. A three year period of performance is as follows: Base Year: May 1, 2017 through April 30, 2018 Option Year 1: May 1, 2018 through April 30, 2019 Option Year 2: May 1, 2019 through April 30, 2020
