Description
FY17 Dockside Repairs to NOAA Ship RONALD H. BROWN The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dockside repairs to NOAA ship RONALD H. BROWN. The RONALD H. BROWN is 274 feet long overall, and its home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Steel Repairs, Exterior Ladders Maintenance, Ventilation Repairs, Engine Overhaul, Deck Preservations, Switchboard Maintenance, Fire Fighting Systems Certification, Valves and Piping, Main Mast Preservation, Life Raft Inspections, Door Repairs and Renewals, Gauge Calibration, Tank Level Indicators Repairs, Reefer Box Repairs, Interior Decks Preservation, Air Conditioning Plant Renewals, Engine Local Controls Load Sharing, SCBA/Dive Compressor Modification. OPTION ITEMS: Ventilation Systems Cleaning, Exhaust Stack Cleaning, CCTV Monitoring System Installation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 60 calendar days, with a start date on or about August 29, 2017 and a completion date on or about October 27, 2017. Place of performance shall be AT THE CONTRACTOR'S FACILITY. The date, time and place for an inspection of the ship is July 7, 2017, at Key West, Florida (Pier, pier access information, and time will be provided in the Solicitation). The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about June 15, 2017 with proposals due on or about July 19, 2017. The anticipated award date is August 5, 2017. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
