- Map of service locations LOS PADRES NF MT PINOS RD TRASH AND TOILET SERVICE CONTRACT FOR SNOWPLAY, GOLDHILL CAMPING AREA, HALFMOON, PINE SPRINGS KINGS CAMPGROUNDS STATEMENT OF WORK NEEDED REASON FOR CONTRACT: To provide rental and servicing of trash bins and portable toilets during the winter months at three locations within the Recreation Enhancement Act Adventure Pass Mt Pinos Winter Special Recreation Permit Area along Cuddy Valley Road west of Frazier Park, six months rental and servicing of portable toilets at Halfmoon and Pine Springs Campgrounds in Grade Valley Area and year round rental and servicing of trash bins and portable toilets at Kings Campground and Goldhill Camping Area along Gold Hill Road southwest of Hungry Valley State Vehicular Recreation Area (HVSVRA) near Gorman, CA as identified below: ** Due to geographic proximity and the distance between the Snowplay Area, the Pine Springs-Halfmoon Area and the Goldhill-Kings Area, the contract may need to be split between two vendors, as stated is possible in contracting instructions for preparation of this document. A. Locations of Snowplay Trash Bins and Portable Toilets: Areas identified on attached map 1. Snowbunny Hill - Located at the eastern end of Cuddy Valley adjacent to Cuddy Valley Road 2. San Emigdio Saddle aka "The Y" - At the junction of Cuddy Valley Road and Mil Potrero Highway at the base of Mt Pinos 3. Chula Vista Parking Lot - At the end of paved Cuddy Valley Road near the summit of Mt Pinos B. Locations of Goldhill Area Trash Bins and Portable Toilets: Areas identified on attached map 1. Goldhill Camping Area - Exit I-5 at Gorman, CA and travel westerly on Ralph's Ranch Road (formerly Peace Valley Road) to the northern entrance of Hungry Valley SVRA. Enter the park at this location on the Gold Hill Road 8N01 traveling in a southerly direction. When the road dead ends turn right and continue until you reach the Goldhill Camping Area on Piru Creek at base of Alamo Mountain. This site is approximately 12 miles from the entrance into the HVSVRA. 2. Kings Campground - Approximately one mile before reaching the Goldhill Camping Area, turn left onto Forest Development Road 8N01A and travel easterly approximately one mile to access the campground. C. Locations of Halfmoon & Pine Springs Portable Toilets: Areas identified on attached map. General directions to these two campgrounds are: Exit I-5 at Frazier Park exit and travel west to Lake of the Woods, turn left onto Lockwood Valley Road and travel approximately ten miles to the Grade Valley-Mutau Road 7N03 on the left, follow this road approximately three miles to the turnoff to Pine Springs Campground on the right. The campground is approximately one mile down this road. To reach Halfmoon Campground, continue down the Grade Valley-Mutau Road approximately 6 miles to a creek crossing, cross the creek and immediately afterward the road will fork, take the left fork and cross a second creek crossing and continue for approximately 2+ miles to the road to Halfmoon Campground on the left, turn onto that road and travel approximately one-half mile to the campground. D. Size and number of Facilities needed at each location: 1. Snowbunny Hill - One 4-cubic yard trash bin and one ADA accessible portable toilet 2. San Emigdio Saddle aka "The Y" - Two 3-cubic yard trash bins and one ADA accessible and two regular portable toilets 3. Chula Vista Parking Lot - Two 3-cubic yard trash bins and one ADA accessible and three regular portable toilets 4. Goldhill Camping Area - Two 3-cubic yard trash bins and one ADA accessible and two regular portable toilets 5. Kings Campground - One 3-cubic yard trash bin. No portable toilets are needed at this site. 6. Halfmoon Campground - One ADA accessible and one regular portable toilets. 7. Pine Springs Campground - One ADA accessible and one regular portable toilets. E. Frequency of servicing of all trash bins and portable toilets at numbered 1 through 5 located under letter D - Each trash bin is to be serviced (each bin to be emptied and any overflow trash around it removed) and each portable toilet is to be serviced (pumped, cleaned and restocked with supplies) a minimum of once each week at the beginning of the week following the weekend use by the public F. Frequency of servicing of all portable toilets numbered 6 & 7 under letter D - Each portable toilet is to be serviced (pumped, cleaned and restocked with supplies) a minimum of once each week at the beginning of the week following the weekend use by the public G. Additional call-when-needed services - Additional servicing of the trash bins and portable toilets at all or a portion of the Snowplay and Goldhill locations after holiday weekend or heavy public recreation use periods may be required H. Normal seasonal schedule for trash bins and portable toilets at all locations are: We need these services to start on May 12, 2017 for all locations listed and run as follows for each of the areas shown: 1. Snowplay Three Locations -Normally winter season are the months of December 1, 2017 thru April 30, 2018 annually depending on when these areas receive snow. 2. Goldhill - Kings Campground Area - Rental/service is needed at these two locations May 12,, 2017 thru April 30, 2018. Portable toilets are not needed at Kings Campground, only one trash bin is required at this site 3. Halfmoon - Pine Springs - Rental/service is need at these campgrounds May 12, 2017 through November, 10, 2017, portable toilets only. I. Potential access and road conditions during Snowplay contract - Since the facilities are being provided for use by the recreating public during winter snowplay activities and the elevation of the location ranges from approximately 5,300 feet at Snowbunny Hill, approximately 6,000 feet at "The Y" to approximately 8,300 feet at Chula Vista Parking Lot, snow covered or icy roads may be encountered at any time during winter season. Tire chains may be needed and/or required by California Highway Patrol during these periods. The entire road is paved and is plowed by the local county road department. However, if too much snow is received and they are unable to plow and open the road to the top of the mountain, then a snowgate approximately a mile above San Emigdio Saddle "The Y" location or near McGill Campground, located halfway up the mountain, will be closed until the road is plowed and deemed safe for vehicle access beyond the gate location. During periods of time when the snowgate is closed and Chula Vista Parking Lot is not accessible, then only the trash bins and portable toilets at the two lower elevations, Snowbunny Hill and "The Y" are required to be serviced until the gate is opened by the county road department and the facilities located at Chula Vista parking Lot are accessible for servicing. J. Potential access and road conditions during Goldhill-Kings contract - The facilities are being provided for use by the recreating OHV enthusiast and public camping at Kings Campground and along Piru Creek. There may be periods of time during the wet weather months that the gate at the southern end of HVSVRA near the Forest boundary may be closed to prevent further damage to the Gold Hill Road. This situation is not the norm and may only occur periodically during the year. The entire road has a chip-sealed surface, however, it does contain potholes in some sections. K. Potential access and road conditions during Halfmoon and Pine Springs - The Grade Valley-Mutau Road has a chip sealed section for approximately one and a half miles and then it becomes a dirt road. The two creek crossings in Grade Valley and the one near Halfmoon Campground may contain silt following storms L. Contracting Officer's Representative (COR) will be Mt Pinos District employee Matthew McGinley CONTRACT ESTIMATED COST FOR TRASH AND PORTABLE TOILET SERVICES AT ALL LOCATIONS RANGE BETWEEN: $18,000 and $27,000 We wanting to have a one year contract for rental and services of facilities needed from May 2017 thru April 2018 with up to four optional extension years.
