Description
SOURCES SOUGHT NOTICE Description of Requirement: Network Contracting Office 9 (NCO 9) is posting this Sources Sought Notice for the purpose of locating capable businesses, including Service Disabled and Veteran Owned small businesses, to provide usage of a cardiac catheterization lab for the VA Medical Center physicians to use in/around Mountain Home, TN. Due to the nature of the procedures and the requirement, the facility must be located within 30 miles of Mt. Home, TN. It is anticipated to be awarded for a base period of one-year, with four one-year options to extend the period of performance for a total of five years. A DRAFT Performance Work Statement (PWS) is attached hereto. The Contractor shall provide all resources necessary to accomplish the services described in the attached PWS. All professionals providing services under the terms of this contract will be appropriately certified and/or licensed as described in the PWS, and shall possess the requisite skills and experience to perform the services as required. Contractor shall not perform inherently governmental functions. This Sources Sought is an advance notice for information and planning purposes only and is not a solicitation. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Sources shall include in their information: 1. A detailed capabilities statement stating their experience in providing the same or similar work described in this notice. 2. A point of contact with phone and e-mail information. 3. Business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 531110. 4. A positive statement of interest to submit a proposal. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information. DESCRIPTION/REQUIREMENTS/ STATEMENT OF WORK INTRODUCTION The Contractor shall provide the use of its Joint Commission on Accreditation of Healthcare Organizations (JCAHO) accredited cardiac catheterization laboratory for the performance of interventional and diagnostic cardiac catheterization procedures. The Contractor shall also provide all cardiac catheterization laboratory standard operating supplies, personnel and support staff to operate all laboratory equipment and assist the attending physician performing the procedures. The VA will provide the physician to perform the procedures and implantable such as pacemakers, ICDs, and leads. Any implantable provided by the VA shall come to the Contractor in sterile packaging delivered by the vendor representative. Stents shall be supplied by the Contractor. In order to provide emergent and timely care, the Contractor's facility must be located within a thirty (30) Mile radius of the VA, which is located in Mountain Home (Johnson City), Tennessee. REQUIREMENTS/ STATEMENT OF WORK Services Contractor shall provide a minimum of one 1 hour time slot at a predetermined time per day at Contractor's facility that will be available for use by the VA to perform interventional and diagnostic cardiac catheterization procedures. The VA will schedule patient procedures in the designated time slot(s). VA credentialed physicians will be the attending physician performing invasive or diagnostic procedures during the daily scheduled VA designated time slots. If the VA does not schedule any patients for the time slots by 3:00 p.m. the day preceding, the Contractor can fill the slots at his discretion. VA will not be billed for time slots not used by the VA. The contractor shall provide a minimum of two emergency slots at the Contractor's facility weekly upon request by the VA. A credentialed physicians and/or physicians privileged at the Contractor's facility will perform emergency procedures. In the event that physicians privileged at the Contractor's facility performs emergency procedures, in lieu of VA credentialed physicians, the Contractor shall bill the VA based upon the contract terms and conditions for facility use only, and the Contractor who performed the procedure will bill the VA through fee basis. The Contractor shall provide an adequate number of trained and experienced cardiac catheterization laboratory support team and supplies for all procedures. VA will notify the Contractor of the procedures to be performed in advance so that the Contractor will have the applicable staff and supplies required, on hand and ready, for VA physicians to perform the procedures. All Contractor cardiac catheterization lab nurses, and technologists and staff shall have a current certification in Advanced Cardiac Life Support (ACLS). The VA will be responsible for completing pre-procedure tests such as EKGs and ultrasound testing on all elective procedure patients prior to performing procedures at the Contractor's site. The VA will provide cardiac rehabilitation and follow-up care for outpatients. Contractor's staff shall be responsible for patient procedure preparation for scheduled patients, as well as laboratory and personnel sterile preparations. The Contractor's staff shall also be responsible for cleaning the laboratory and equipment following each catheterization procedure. The Contractor shall be responsible for credentialing and/or privileging the VA physicians to work at their facility. The VA is self-insured and VA physicians are insured by the Government under the Federal Tort Claims Act, Title 28 of the United States Code 28 U.S.C. § l 346(b), § 1402(b), §2401(b), and § § 2671-2680.when performing the procedures for VA patients at the Contractor's facility. The contractor will ensure that all personnel involved in this contract maintain current licensing, registration, and certification as required by applicable regulations. Both the Contractor and the VA will each designate one person who can be contacted for any problems or issues, which arise in the performance of this contract. The Contractor will ensure that all personnel are aware of all laws, regulations, policies and procedures relating to Privacy, Confidentiality and HIPAA. Facility, Equipment Maintenance and Management The contracting facility must be accessible and convenient for both wheelchair and ambulance patients. The Contractor s laboratory equipment shall be carefully assessed at frequent intervals to detect early signs of deterioration in performance. Laboratory equipment maintenance and management plans shall include periodic assessment of system performance and image quality and shall be documented in the Contractor s written Quality Assurance and Improvement program. The VA reserves the right to inspect the Contractor's equipment and facilities as part of the technical evaluation of this contract and/or if any equipment related problems arise in the course of contract performance. Quality Assurance, Quality Control, and Quality Improvement Program The contracting facility will be required to demonstrate that they are JCAHO accredited and must maintain accreditation throughout the contract period. The Contractor shall have a well-organized program of Quality Assurance that focuses on individual and laboratory outcomes. In addition, a continuous program of quality improvement shall be established and implemented to provide ongoing feedback and structure for change. The Quality Assurance program shall be operative during the term of the contract. An ongoing Quality and improvement program shall also be documented in writing and available upon request by the VA during the length of the contract. The ongoing quality improvement program shall include continuing education for all cardiac catheterization laboratory team members including non-physician staff nurses and technologist Reporting Information about Treatment The VA requires the contractor to participate in a national data registry such as National Cardiovascular Data Registry (NCDR) to help benchmark laboratory results and provide an ongoing system for tracking complications in Laboratory. All patients will be required to sign a HIPPA release. The Patient Consent Form shall also indicate if any designees other than the attending physician are participating in the procedure. However, all clinical decision making shall reside with the credentialed physician operators. VA physicians performing the procedures shall be allowed to dictate the catheterization report in the Contractor's computer system and the Contractor shall be responsible for 1) transcribing the dictated reports; and 2) faxing completed reports on a dedicated fax line to the VA Medical Center Cardiology Department. Special contractor responsibilities The Contractor's cardiac catheterization team assigned by the Contractor to perform the services covered by this Contract shall possess a current license in a State, Territory, or Commonwealth of the United States or the District of Columbia the qualifications of such personnel shall also be subject to review by the James H. Quillen VA Medical Center Chief, of Staff and approval of the James H. Quillen VA Medical Center Director.
