- Naval Air Warfare Center, Aircraft Division (NAWCAD) intends to issue an RFP for Portable Hydraulic Power Supplies (PHPS) designed for use with the V-22 Osprey on or about May 26, 2017. The PHPS (also known as Hydraulic Test Stands or Hydraulic Mules), are fully designed Electric Motor (NSN 6130 01 491 0153) and Diesel Engine powered PHPS (NSN 4920 01 618 8809). They are designed to power aircraft hydraulic systems for operation maintenance and testing of aircraft hydraulic components while on the aircraft. Both PHPS are based on existing manufacturing drawing packages that are export controlled. The Contract award will be for an Indefinite Delivery Indefinite Quantity (IDIQ) for up to 145 PHPS, units currently projected as 85 Electric Motor and 60 Diesel Engine units. Prior to the RFP release, interested parties must supply a valid Militarily Critical Technical Data Agreement (DD2345) document, previously approved and recorded in the appropriate Defense Logistics Agency database. NAWCAD does not process and approve DD2345s. A copy of the DD2345 may be sent via email. This solicitation will be released under PSC codes 6130 and 4920 based on the respective NSN's, however, only one award will be issued with a Primary PSC code of 4920. The definition of PSC code 6130 is restricted to the production of non-rotating power supplies like battery chargers and power transformers (AC to DC power supplies), thus notice via PSC 6130 is provided based on the PSC in the NSN only, not that the PHPS fits the definition of its PSC; however it is expected that companies capable of manufacturing the necessary Hydraulic Test Stands would specialize in PSC 4920, Specialty Test Equipment for Aircraft in the Repair Facility. The successful contractor will need to possess the ability to integrate a high powered electric motor or diesel engine on a trailer mounted hydraulic power supply for powering the V-22 hydraulic system. This solicitation is a Small Business Set Aside. Only small businesses with a confirmed small business status in System for Award Management (SAM) will be eligible to receive the RFP. The RFP will seek Fixed Price Proposals which will be evaluated on a Lowest Price Technically Acceptable Basis (LPTA). All instructions for the Proposal and Evaluation criteria are found within the RFP, special attention should be paid to Sections L an M. Due to the number of files that make up the Manufacturing Drawing Package, the Drawings will be provided on a disk after a valid DD2345 is received.
