Description
The General Services Administration (GSA) seeks to lease the following Office space: State: Missouri City: St. Louis Delineated Area: North: Bates Street East: Telegraph Road / Kingston Drive / South Broadway West: Highway 30 South: Highways 141 and 61 Minimum Sq. Ft. (ABOA): 11,169 Maximum Sq. Ft. (ABOA): 11,169 Space Type: Office and Training Center Parking Spaces (Total): 136 Parking Spaces (Surface): 136 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 15 years (with termination rights after 90 days) Firm Term: 7 years Option Term: N/A Additional Requirements: · Contiguous space for all of the space on a single floor is preferred. However, contiguous space on a single floor for approximately 9,923 ABOA SF of space is required. · A test fit may be required. · The ability to add an emergency power generator for the Government’s use. · 24/7 Access to the space. · Slab-to-Slab or Slab-to-Deck demising partitions. · A building with Level II Security is required. · Parking must be on-site or adjacent to the site. Action : Choose whether or not a fully serviced lease is required. Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. note that any figures used for a cost benefit analysis (CBA) must be based on the results of the RESPONSES to this ADVERTISEMENT and additional market research (e.g., costar database searches, gsa listing files, etc.). Consideration of “non-productive agency downtime” in a CBA should be rare. The U.S. Government currently occupies approximately 10,437 ABOA SF of office and related space in a building under a lease in Saint Louis, Missouri. The Government has identified a need for approximately 732 ABOA SF of expansion space and is considering alternative space for the total requirement of 11,169 ABOA SF if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. When responding with expression of interest, the interested party must include a full service rental rate, the most competitive rate, as well as the following: 1. Building name and address and location of the available space within the building. The building site/lot plans, pictures, interior building layout drawings with dimensions shown reflecting the space that is being offered, and the 1 st floor layout showing fire life safety egress routes. 2. Identification of public transit routes/stops near the property offered. 3. Rentable square feet available and expected rental rate per rentable square foot, fully serviced. 4. ANSI/BOMA office area (ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. 5. Date of space availability. 6. Building ownership information. 7. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking. 8. If the existing building is Energy Star rated and if not, Energy efficiency and renewable energy features existing within the building. 9. List of building services provided. Please reference RLP # 5MO0283 when responding. GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized broker representative.
