- SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 541620. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. DRAFT STATEMENT OF WORK (SOW) The Michael E. DeBakey VA Medical Center (MEDVAMC) has experienced significant indoor air quality (IAQ) issues in a portion of the building and has determined that the source is fumes from vehicles passing near the air handler intake serving the affected area. MEDVAMC further determined that the IAQ issue was resolved by construction of a plenum outside the air handler intake, which forces fresh air to be drawn in from approximately thirty feet above the ground instead of at ground level. The contractor shall install a temporary external air intake plenum utilizing an engineered scaffolding system and exterior plywood sheathing in order to abate the IAQ issues while design, fabrication and installation of a permanent plenum is accomplished. The temporary structure will be leased by MEDVAMC and will remain in place for at least twelve months with an option to extend an additional twelve months for a total lease of up to two years. The contractor shall provide and install an engineered temporary scaffolding structure over a weekend so as not to disrupt daily hospital traffic flow. Contractor will have access to the site starting at 6p.m. on a Friday until 6a.m. the following Monday. Structure shall be designed by a Professional Engineer experienced in scaffold design and meet the requirements listed. Structure shall be an enclosed scaffold system approximately 32 feet high. The enclosed area shall include the basement air intakes. Reference attached drawing SKA1 for approximate dimensions. The scaffold system shall be wrapped with exterior plywood sheathing held securely to the scaffold structure using U-bolts or other attachment so as not to pose any hazard to passersby. The system shall include a 3 -0 X 7 -0 access door for access and inspections. Door shall include a lock set compatible with the facility and have a 7 pin IC core keyed to the facility. Exterior sheathing shall be primed and painted. Color as selected by VA All joints between plywood sheets shall use 20ga plywood attachment clips and will be sealed using caulking to create an airtight chase from ground level up to the top of the structure. The sheathing will also be sealed with caulking along the ground and where it meets the wall of the building. The structure shall be designed to support itself and withstand wind and weather. The structure can be attached to the building or building steel structure in a manner that does not damage the existing finishes or can use counterweights or other means of support. Contractor shall repair any damage to the building associated with the scaffolding attachment points. The contractor shall provide installation drawings and design to the VA for approval prior to starting any work on site. A sketch provided SKA1 of the air handler intake area is attached. Structure shall span the Basement, 1st floor and 2nd floor intakes. Access shall be provided to the basement intakes. Delivery: The scaffold shall be complete within 30 days after receipt of order (ARO). E. Place of Performance: Michael E. Responses to this notice shall be e-mailed to Darnell.Rias@va.gov. Telephone responses will not be accepted. Responses shall be received in writing no later than Thursday, May 11, 2017 at 10a.m. CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
