- Pre Solicitation-W909MY-17-R-BICU Biocular Image Control Unit (BICU) Systems, Spare and Repair Parts Synopsis This is a synopsis for the proposed contract action W909MY-17-R-BICU. The award will be a modification to W909MY-15-D-0003. This is not a solicitation or invitation for offerors to submit proposal or questions. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Belvoir Division, on behalf of the Program Executive Office Intelligence Electronic Warfare & Sensors (PEO IEW&S) Project Manager Terrestrial Sensors (PM TS) Product Manager Ground Sensors (PM GS) is responsible for the Horizontal Technology Integration (HTI) Second Generation Forward Looking Infrared (2GF) Biocular Image Control Units (BICU) systems, spares and repair parts to support existing Army and emerging Foreign Military Sales (FMS). The action will be sole source contract modification with Palomar Display Products increasing the contract ceiling through the end of the current contract performance period on 12 February 2020. It is a Firm Fixed Price (FFP) effort. The anticipated release date of the solicitation is on or about 23 May 2017. This action is to satisfy requirements for fully tested, qualified, and backwards compatible 2GF BICU deliveries begining in June 2018. Orders against the increased ceiling are anticipated in 3rd Quarter 2017. The North American Industrial Classification System (NAICS) codes for this potential effort is: 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing).
