- NATIONAL AERONAUTICS AND SPACE ADMINISTRATION JOHNSON SPACE CENTER RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE FAR 13.106-1(b)(1) This procurement is for the International Space Station (ISS) Program's "Day in the Life of the Customer" training series. This objective of this training is to further commercialization efforts of the ISS by enhancing the development of ISS Program personnel understanding of, and empathy for, the research and payload development customers they serve from their non-NASA perspective on research and business. The period of performance is June 15, 2017 to March 30, 2018. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: A "Day in the Life of the Customer" training is the next offering in a three part series of courses that XXXXX, Inc., offers that is tailored for ISS's specific needs of fostering commercialization of ISS. XXXXXX, Inc. is the exclusive provider of this proprietary training series. XXXXXXXXXX, Inc. possesses the unique qualifications to develop and conduct this training based on its experience and expertise as a senior policy advisor to the Center for the Advancement of Science in Space (CASIS), as a member of NASA Headquarters' Commercialization Working Group, and as a member of the National Academies of Space Studies Board. These roles, coupled with decades of support to NASA and its industry base on research and development of ISS provides XXXXXXXXX, Inc., with core knowledge and insight of the requirements and challenges involved with the commercialization of ISS that other providers do not possess. This expertise is critical to ensure that the non-NASA perspective is thoroughly understood, accurately represented, and clearly communicated in an effective manner back to NASA that accomplishes the objectives of this training. The total estimated cost of this effort is $XXXXXX. Competition is impractical for the following reasons: 1.Market research conducted including a search of the internet and the GSA Schedules and NASA SEWP determined that no other companies are authorized by XXXXXX to provide A "Day in the Life of the Customer" training; therefore competition could not be obtained. Consequently, no other manufacturer or VAR is capable of providing this service at this time. 2.No other vendor has access to detailed and timely knowledge of A "Day in the Life of the Customer" training which directly benefits NASA's ongoing activities to support the Government's requirement. Pursuant to FAR 13.106-1(b)(1)(i), the aforementioned NASA services have been deemed to be available only from one source due to the uniqueness of the training. An award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Due to the specialized nature of this requirement, there are no known actions which the Agency may take to give consideration to other manufacturers for the requirements described herein. Therefore, purchase of the requirements from XXXXXXX is the only practical approach.
