- The Air Force Life Cycle Management Center, Medium Altitude UAS Division intends to award a contract on a sole source basis to L3 Technologies (L3T) to r design, produce, deliver, install, checkout, and standup an organic depot support (maintenance/repair) capability at Tobyhanna Army Depot (TYAD) and Warner-Robins Air Logistics Complex (WR-ALC) for the MQ-9 Communications and Data Link reparable components including Line Replaceable Units (LRU) and Shop Replaceable Units (SRU) for all program of record subsystem configurations. This effort will include, but is not limited to, the required Special Test Equipment (STE), Test Program Sets (TPS), Support Equipment (SE), tooling, fixtures, training, repair manuals/Technical Orders (TO) (including test equipment manuals), spares/repair parts, access to technical data, and support infrastructure for this capability. The notice of intent is not a request to receive competitive proposals. L3T is the sole designer, developer, and manufacturer of the MQ-9 Communications and Data Link and is the only firm that possesses the necessary knowledge, experience and technical data required to deliver this requirement. The Government does not own full data rights for the system; therefore, to avoid duplication costs, the Government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1.
