- Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center (NRC) is awarding a Purchase Order for the repair services of 8 each Sensor Head, Visibility, LEDWI, (Present Weather Sensor) OSI PN: 1103-101, ASN: S100-2MT2A2 to Optical Scientific, Inc. Sole Source Justification: The Government only knows of one responsible source, Optical Scientific, Inc. who is the original designer, patent holder and manufacturer of this equipment and they retain full proprietary rights to all related designs, drawings, schematics, software, etc. Market Research: Multiple searches of the Small Business Administration (SBA) Dynamic Small Search did not identify any small business available to compete for this required repair service. Search parameters included a combination of NAICS code ‘334513' with key words: ‘repair, present weather, Optical Scientific'; and just key words: ‘repair, present weather, Optical Scientific'; ‘repair, present weather, LEDWI'; and ‘repair, present weather, LEDWI sensor'. A search of "repair present weather sensor LEDWI Optical Scientific" and "repair present weather sensor" in GSA's eLibrary also returned no matches.
